Performance Work Statement for Mortuary Affairs Realistic Lane Training for Personnel retrieval and Processing (PRP) Company PURPOSE The purpose of this contract service is to provide a training staff and training materials to support PRP Company responsibilities in the training requirements described in the Multi-Service Tactics, Techniques, and Procedures for Mortuary Affairs in Theaters of Operations MCRP 3-40G.3 during Northern Strike-26.2, aboard Camp Grayling, MI. BACKGROUND PRP Company is the Marine Corps only Mortuary Affairs Company, requiring specialized training not usually available through normal means. Military provided training is limited in the realm of casualties, relying on live persons acting as casualties, or training dummies; both of which only provides limited training value. The use of cadavers for training immediately and measurably increases any training value that is provided to mortuary affairs Marines ultimately preparing them for combat missions and increasing the experience level without overseas combat experience. This is the closest training available to a live scenario and may be the only experience the Marines have with realistic casualties before deployment. 3.0 SCOPE AND OBJECTIVES: 3.1 Support Providing cadavers for training. Transportation of cadavers to multiple training sites. Providing means to support scenario-based injuries and amputation. Providing means to support embalming and autopsy Disposal of cadavers’ post training. Disposal of Bio-Hazard materials. 3.2 Objectives Contractors will be in support of DoD personnel during training of mortuary affairs and medical training operations to include but not limited to processing, recovery in various terrains and embalming. The contractors will ensure that the required equipment and personal protective applications are being utilized when in contact with Cadavers. Contractors will provide expertise in the understanding of the Cadavers and familiarize DoD personnel on Cadavers orientation to the training. Contractors will provide personal experiences and training while in support of DoD operations and scenario planning. Contractors will provide guidance, when applicable, to ensure safety and required limitations with use of Cadavers during training scenarios. At no time will contractors dictate the training, unless violation to the use of Cadavers or expressed intent from DoD subject matter experts dictate. 4.0 GENERAL REQUIREMENTS 4.1 Applicable Directives. Revised Uniform Anatomical Gift Act (2006) 4.2 Required Knowledge and Experience. Transportation, storage, and removal of cadavers. Experience and demonstrated expertise in performing recovery, processing and handling of deceased personnel Experience and expertise on traumatic situations and scenarios 5.0 SPECIFIC REQUIREMENTS The Contractor shall provide the following support: Task Area Para Provide Cadavers and Handling Services 5.1.1 The Contractor is responsible for providing suitable technical and analytical expertise to support responsibilities delineated by activity. The Contractor shall ensure technical management and support coordination of task activities and provide overall expertise for successful completion of each task area. The Contractor shall ensure the task areas are performed in an efficient, effective, and responsive manner. The Contractor will coordinate with PRP personnel in support of task activities and serve as the overall handler for successful completion of this task initiative. 5.1 Task Areas 5.1.1. Provide Cadavers and Handling Services Provide fifteen (15) cadavers for training scenarios. Provide five (5) instructors prepared to answer questions from training participants regarding handling of NAMs. Provide handler for the cadavers (delivery/removal, scenario prep, cadaver disposition variations, post-training clean-up). This is a Performance Based Contract in accordance with FAR 37.6. The Performance Work Statement provides specific requirements to accomplish the work, documenting the method of approach, analytical tools, and staff required. The Government shall monitor the Contractor's performance under this contract using quality assurance procedures developed by the Government known as a Quality Assurance Surveillance Plan. Typical procedures might include random sampling, checklists, inspections, and customer complaints. This is not an all-inclusive list. 6.0 PLACE AND PERIOD OF PERFORMANCE 6.1 Work efforts in support of this task effort will be accomplished on multiple training sites aboard military installation training site. Contractors are required to work in accordance with the provided training area and schedule (see 11.0). 6.2 The period of performance will be for a nine (9) day base period. Time/date subject to change as determined by the COR (ex. weather conditions). Period Length Dates/Time Base Period 10 Days 2 August 2026- 12 August 2026 7.0 TRANSPORTATION. 7.1 Contractor will travel to the training sites as directed by the training schedule and/or PRP Co. operations on training days while onboard Camp Grayling, Grayling, MI. 7.2 Contractor will comply with Camp Grayling base access requirements. Access requirements include: provide the COR the Company Name(s), and driver/passenger(s) name(s) within one week of the contact award; be prepared to provide vehicle registration/rental agreement and proof of insurance each time entering the base; remain with military escort for the duration of the time on base. 8.0 KEY PERSONNEL. 8.1 The personnel specified below are essential to the work being performed under this contract.
