STATEMENT OF WORK NAVAL EDUCATION AND TRAINING COMMAND (NETC) INSTITUTIONAL ACCREDITATION PROGRAM SCOPE This establishes contractor tasks for the continuance of accreditation status of Navy Learning Centers as listed in Attachment 1 (NETC Learning Center Commands) as required by Commander, Naval Education and Training Command (NETC). Accreditation of the NETC Learning Center shall cover all Learning Sites under that Learning Center’s domain. BACKGROUND Commander, Naval Education and Training Command (NETC) has obtained Institutional Accreditation services, as defined below, for the Learning Centers under NETC’s domain since 1974. DEFINITION OF ACCREDITATION “Accreditation is a status granted to an educational institution or program that has been found to meet or exceed stated criteria of educational quality and student achievement” (COE, 2025, Federal Edition). PURPOSES OF ACCREDITATION To be recognized as an accredited institution is to be perceived, acknowledged, and accepted by peers and counterparts, within or outside the military, public or private, as having attained a standard of learning and meeting established criteria that are duly recognized by an authoritative agency or professional group. Accreditation has two basic purposes: (1) to assure the quality of the institution and its programs, and (2) to assist in the continuing improvement of the institution and its programs. PERIOD OF PERFORMANCE NETC anticipates a continuous requirement to maintain accreditation of the Learning Sites under Learning Center domain. It is from the anticipated need that NETC requires options be included. The planned periods of performance are detailed below. APPLICABLE DOCUMENTS Government Document(s): Naval Education and Training Command Instruction - NETCINST 1500.3G of October 30, 2024 – INSTITUTIONAL ACCREDITATION REQUIREMENTS Specific Requirements of contractor, the contractor must: 1. Send a “visiting team” to NETC institutions (Learning Centers), as outlined in Attachment 1, upon completion of the institution’s self-study and upon determination by accreditation agency that an institution has fulfilled all pre-requisites for an official team visit. All visits to individual Learning Sites, if any, will be approved solely by the NETC COR, or Technical POC’s prior to contract acceptance/approval by contractor. -- 1 of 2 -- 2. Once the Self-Study Report is completed by NETC Learning Centers, provide comprehensive on-site evaluation of Learning Center(s) and Learning Site(s), if approved. 3. Validate Learning Centers’ Self-Study Reports by reviewing the mission, operations, educational programs, and documentation on file. The contractor’s accreditation visiting team will evaluate the educational programs as well as determine compliance with current standards, criteria, conditions, policies, and procedures established by the contractor. 4. Recommend Learning Center(s) for accredited status once the accrediting agency’s criteria and standards have been met. The certificates of accreditation will be both electronically delivered to the NETC COR and/or Technical POC, and a hard copy will be mailed directly to each Learning Center/Learning Site(s). 5. Provide on-site evaluation of the Learning Center(s) listed in Attachment 1 as related to required cyclical reaffirmation of accreditation. 6. Provide ONLY the NETC COR and Technical POC with the following: a. Contractor’s annual dues, fees, and estimated travel expenses b. Contractor’s itemized travel expense per traveler c. Contractor’s quarterly meeting for in-progress reviews (IPRs) d. Meeting Minutes e. Burn Rate calculations f. Schedule projections g. Contractor’s “EDVera” access, database support, training, and assistance as required. NETC COR and Technical POC will have access to all subordinate Learning Centers 7. Provide Learning Centers with the following: a. Contractor’s current accreditation policies, rules, and standards’ guidance for federal institutions b. Contractor’s conference dates, locations, and registration information c. Contractor’s schedules by calendar year/fiscal year for reaffirmation team visits d. Contractor’s accreditation/reaffirmation documentation following the contractor’s visit(s) e. Contractor’s annual meeting schedules f. Contractor’s Candidate Academy dates, locations, and registration information g. Contractor’s “EDVera” access for individual LC and LS(s), database support, training, and assistance as required. TRAVEL The contractor must provide NETC with a travel report that identifies travel expenses incurred during each team visit. The contractor must include a cumulative total of travel costs incurred on each report. The contractor must notify the Government POC when 85% of the Not-To-Exceed Travel funding limit has been reached. The contractor must be reimbursed for travel in accordance with FAR part 31.205-46(a)(2).
