Statement of Work (SOW) for Altium Software Training
1.0 Scope
The scope of this effort is to provide an available suite of Altium software training for NSWC Crane employees. Dates of the training must be agreed upon between the vendor and the Workforce Development Branch of Human Resources at NSWC Crane, but must occur between the date of award – 01 September 2029. All training courses must be conducted within normal working hours (0800 – 1700).
1.1 Background
The Workforce Development Branch of the Human Resources Office at NSWC Crane is responsible for providing training for all of the NSWC Crane civilian workforce. The courses required in this contract supports the users of our Altium common engineering toolset (CET) licensure.
Each class will have a minimum of 5 students and maximum of 10 students per offering. For courses that do not meet the minimum student count (5 students) two weeks prior to the training event, the course will either be rescheduled for a later date (at a date agreeable between the government and the vendor) or cancelled, at the government’s discretion without penalty. Vendor must invoice within 10 business days upon completion of each course.

3.0 Requirements
3.1 Training Courses
Upon initial award, the vendor will provide a single course offering of the 3-day “High-Speed Signal Layout” course as well as a 4-day offering of “Full Spectrum Altium Designer” within the date of contract award through 01 September 2026. Additional offerings of each course have been added as “options” to this contract for potential future use within the contract’s period of performance. All courses shall be conducted within normal working hours, but preferably between the hours of 0800 – 1600.
The 3-day on-site “High-Speed Signal Layout” course should define “high-speed” in modern design contexts while covering printed circuit board stackup, dielectric constant, velocity of propagation, and group delay. The course should combine theory with practical examples and opportunities for students to gain hands-on experience through exercises tailored to NSWC Crane’s workforce needs. Customized training inputs will be collaborated on between the chosen vendor and the subject matter expert for this toolset.
The 4-day on-site “Full Spectrum Altium Designer” course must provide foundational knowledge to students newer to the use of the software to include an overview of the toolset, tool settings, navigation, and use of panels. Additionally, creating components using schematic and PCB Footprint library editors must be instructed as well as utilizing component libraries and features of its editor. Throughout the week, a more advanced level of PCB setup and extensive coverage of Design Rules should be provided. The instructor should leverage his/her expertise as a hands-on user of Altium to provide best practice/recommendations for efficient component placements using specialized techniques and features. Frequent opportunities to practice what is being introduced should be provided throughout the course.
As additional options to this contract, the vendor must have available “Advanced” level courses covering specific aspects of the Altium software to include (but not limited to) specific features, rules, multi-channel design, X-signals, differential pair routing, match length tuning, cabling, data management, etc.
In addition to the on-site courses referenced above, this contract serves as an acquisition vehicle to obtain access to online, instructor-led training courses as they are announced by the vendor and/or coordinated with the vendor. Online training courses may be customized to meet the specific needs of the workforce.
3.2 Training Materials
The vendor is responsible for providing training as identified above that is in accordance with the latest technical guidance for each class instructed. If required, the vendor shall provide a temporary license for Altium or a virtual learning environment that can be used within the training in addition to the supporting materials referenced in the class, such as class schedule, instructional handouts, textbooks/resource materials, and copies of all class presentations (both in print or electronically) used in the presentation of the course.
3.3 Training Venue
For on-site training courses, the government will provide a professional training facility that meets the classroom needs of the instructor with a reasonable quantity of standard classroom materials (i.e. flip chart paper, markers, classrooms set up, etc.) and in conformance to any classroom furniture setup required. The vendor must provide classroom material expectations for their facilitation of each applicable course at the time of quote submission.
4.0 Government Furnished MaterialThe government will provide a roster of all registered students for each course. The course instructor will be responsible for ensuring the students have signed the roster each day of the course and following the classroom instructions provided to ensure the roster is returned to the Workforce Development Branch personnel. Additionally, the government will provide computers for the temporary software to be installed on for training purposes.
