1.0 GENERAL
1.1 Background
The 87 Security Forces Squadron (87 SFS) has a requirement for the procurement of eleven (11)
units of high-performance, ruggedized, hand-held multispectral (thermal and digital day/night)
observation systems. Each system must feature dual-channel image blending, an eye-safe laser
rangefinder (LRF), switchable image stabilization, and long-range observation capabilities for
base defense, tactical reconnaissance, target acquisition, and security operations.
Any proposed system must meet or exceed the minimum salient technical, physical, and
functional characteristics detailed below to be considered technically acceptable by the
government evaluation team.
2.0 SCOPE OF WORK & REQUIREMENTS
2.1 Overall Requirements
The contractor shall provide all items, including the hardware, built-in software, and commercial
warranties associated with the requested equipment.
3.0 TECHNICAL REQUIREMENTS

4.0 DELIVERY AND ACCEPTANCE

4.1 Delivery Schedule
• Deliverables: Eleven (11) complete, brand-new Tactical Multispectral Binocular
Systems with all standard field accessories (including lenses, carrying case, neck strap,
field-swappable battery packs, and charging cables).
• Delivery Destination: Joint Base McGuire-Dix-Lakehurst (JB MDL), NJ — 87 Security
Forces Squadron.
• Delivery Timeline: Complete delivery within 60 days of contract award (or as specified
in the final solicitation schedule).
4.2 Inspection and Acceptance
The Government Point of Contact (POC) will inspect all delivered items within five (5)
business days of receipt to ensure compliance with the technical specifications outlined in
Section 2.0. Any damaged or non-compliant equipment shall be returned and replaced by the
contractor at no additional cost to the Government.
5.0 WARRANTY AND SUPPORT
The Contractor shall provide a manufacturer’s warranty covering defects in materials and
workmanship for all equipment furnished under this contract. The warranty shall be issued by the
original equipment manufacturer and shall remain valid without requiring additional cost to the
Government.
5.1 Unclassified System
The hardware and software provided are commercial-off-the-shelf (COTS) and will operate in an
unclassified environment. No classified information will be stored on or processed by these
devices.
5.2 Installation Access (If Applicable)
Delivery personnel entering the installation shall comply with all base-access requirements,
including presenting valid government-issued identification such as a Real ID–compliant driver’s
license or passport, along with vehicle registration and proof of insurance to Security Forces
upon entry. The contractor is responsible for ensuring all delivery personnel meet these
requirements prior to arrival at the installation.
