(CAGE: 26858) on a sole source basis in accordance with FAR 12.102(a). The instant requirement is for the acquisition of in support of NAVOCEANO. The product breakdown is as follows: Part Number: Description: Quantity: K311391-NFC Kit, Turn Around R12K (Consists of Alkaline Battery Pack, Drop Link, Bar Anode & O-Rings) 25 B-855-186 Release Link, R12K/865 75 The sole source rationale is as follows: The instant requirement is for Turn Around Kits and Release Links for the CSPS sparker system in support of the Naval Oceanographic Office (NAVOCEANO). These items are required to perform critical maintenance on the CSPS sparker system and for upcoming field deployments. NAVOCEANO requires the aforementioned items to perform maintenance or replaced damaged components on the CSPS sparker system after returning from missions or during the mission. The parts are provided by one company and are proprietary technology and not available by any other manufacturer. Failure to acquire these parts will eliminate NP5s ability to collect ambient noise data with the EARS. This will impact the ambient database that is used by the naval community to help predict detection and counter detection of both surface and submarine threats directly resulting in the possibility of loss of United States Naval vessels. No alternative solution exists. No other vendor provides the capabilities needed to repair and maintain the releases. The affects described above will impact all fleet operations and mission areas including Anti-Submarine Warfare (ASW), Mine Warfare (MIW), Naval Special Warfare (NSW), Expeditionary Warfare (EXW), and Navigation (NAV). Market research conducted in June 2026 and the manufacturer's sole-source documentation confirmed that Teledyne Benthos – a division within Teledyne Instruments, Inc. – is the exclusive manufacturer and sole provider -- 1 of 26 -- of these parts and services, with no alternative commercial or non-developmental items capable of meeting this requirement. Therefore, Teledyne Benthos is the only source capable of satisfying the Government's minimum needs.
