This solicitation is to inform potential offerors that Buffalo, NY VA Medical Center will be posting a solicitation (36C24226B0057) on or about August 1, 2026, for Fuel Oil Tank Replacement. All work is to be performed at the Buffalo, NY VA Medical Center.
General scope of work includes:
The general scope of this project is to remove the existing three (3) 40,000-gallon fuel tanks and one (1) 7,500-gallon spill connection tank and replace them with appropriately sized modern tanks and to replace the monitoring/control systems to improve maintainability, meet the backup fuel supply requirements, and meet regulatory compliance requirements.
The Buffalo VAMC requires a Contractor to perform the construction work necessary to accomplish this goal. The Contractor shall provide all supervision, labor, services, tools, equipment, and materials required to perform work. Work under this effort is fully described in the project drawings and specifications. Additional administrative and management related requirements are described throughout this document. A brief overview of the construction work will be included with SOW in the solicitation.
It has been determined that there are enough qualified Service-Disabled Veteran Own Small Business (SDVOSB) firms that are capable of performing under NAICS Code 237120 Oil and Gas Pipeline and Related Structures Construction with a size standard of $45.0M. Therefore, this procurement is 100% set-aside for SDVOSB. The magnitude of the project is between $5,000,000 and $10,000,000. Information regarding the scheduled site visit will be stated in the Solicitation. Bid bonding will be required to respond to this IFB once released. It is anticipated that this contract will be awarded o/a September 2026.

SOLICITATION AMENDMENTS: Amendments to the solicitation will be posted at http://www.sam.gov. Paper copies of the amendments will NOT be individually mailed. No other notification of amendments will be provided. Bidders are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation by the time of bid opening.
