1. SCOPE.
1.1. Portsmouth Naval Shipyard (PNSY) is seeking to lease electric powered Low Pressure Air Compressor
(LPAC) systems with support services (Start-up/commissioning, training, preventative maintenance and
weekly equipment inspections) for use at Naval Base Point Loma (NBPL) in San Diego, CA. Quantities are
listed in paragraph 3.1 component list. PNSY will use the LPAC Systems to establish a Breathing Air System,
Tooling Air System and Blast Air System. The minimum allowable requirements for the systems are detailed
in this Statement of Work. Unless otherwise stated, the contractor shall furnish the Low Pressure Air
Compressor systems, including all labor, supervision, tools, materials, equipment and other items and
services that are necessary to perform as described within this Statement of Work.
2. APLLICABLE DOCUMENTS.
2.1. Issues of Publications. The following documents in effect on the date of this requested proposal is a part
of this specification to the extent applicable, or as specified herein. Within the specification, they shall be
referred to by their basic designation only.

2.2. Order of precedence. In the event of conflict between the Statement of Work (SOW) and the references
cited above, the text of this SOW shall take precedence. Nothing in this SOW, however, shall supersede
applicable laws or regulations unless a specific exemption has been obtained.

3.2. 100 HP Electric LPAC Requirements-[Redundant Breathing Air System].
3.2.1. The vendor shall provide, install, and configure a complete rental breathing air package designed
for continuous, uninterrupted operation. The system shall consist of two (2) air compressors in an
automated lead-lag configuration, two (2) air dryers in a primary/standby manual switchover
configuration, and a 1000-gallon receiver tank. The piping and valving must be sufficient to allow
any single major component (compressor or dryer) to be completely isolated and removed for
maintenance or in case of failure while the redundant unit continues to operate, ensuring no loss of
air supply to the facility.
3.2.1.1. Compressor Configuration: The two compressors shall be piped in parallel to a common
manifold. An isolation valve must be installed immediately downstream of each compressor,
allowing either unit to be individually taken offline without interrupting flow from the other.
3.2.1.2. Dyer Configuration: The two air dryers shall be installed in a primary/standby configuration.
• Under normal operating conditions, only the primary dryer will be online, receiving and
treating the compressed air.
• The secondary dryer shall remain completely isolated from the system via dedicated inlet
and outlet valves. It will be depressurized and non-operational (cold spare).
3.2.1.3. Isolation for Maintenance: The piping and valving must allow for the complete isolation of
any single component. The system must enable an operator to manually:
• Isolate and remove either compressor by closing its dedicated downstream valve.
• Isolate the primary dryer and bring the standby dryer online by manipulating their respective
inlet/outlet valves. This switchover must be achievable without interrupting the operation
of the running compressor.
3.2.1.4. Compressor Automatic Failover(Lead-Lag): The compressors shall be controlled by an
automatic lead-lag sequence controller. This controller will designate one unit as “lead” and
the other as “Lag.”
• Primary Set Point: The Lead compressor will operate to maintain system pressure within the
primary operating band.

• Backup Set Point: The Lag compressor will remain in powered standby. It shall automatically
activate if the system pressure drops to a lower set point (100 PSI), indicating a failure of the
Lead unit.
3.2.1.5. Dryer Manual Failover: The switchover between the primary and standby air dryers is a
manual operation performed by an operator. The compressor control system is to be
independent of the dryer selection.
