PERFORMANCE WORK STATEMENT Performance Work Statement (PWS) Navy Supply Systems Command (NAVSUP) Weapon Systems Support (WSS) Operating Code Functional Training and Knowledge Transfer Contractor Support Services 1.0 Introduction: Since FY15, NAVSUP Weapon Systems Support (WSS) has utilized contractor support to provide training for Integrated Weapon Systems Teams (IWSTs). In FY18, this initiative expanded to include all NAVSUP WSS codes in Mechanicsburg, PA, Philadelphia, PA, and Norfolk, VA. This Performance Work Statement (PWS) outlines the requirements for contractor services to continue providing training. All deliverables will be produced with the support and Government Furnished Information (GFI) from government Subject Matter Experts (SMEs). 2.0 Background: In accordance with Department of Defense Instruction (DoDI) 1400.25-V410, DoD Civilian Employee Training and Development, and OPNAVINST 12410.1, which mandate the continuous training, education, and professional development of the workforce, this requirement is for contractor services to develop and maintain a library of such resources for NAVSUP WSS. With 30% of the workforce possessing three years or less of experience, a comprehensive training program is essential to ensure mission success and develop future leaders in compliance with these directives. The contractor shall be responsible for creating and updating training to reflect changes in the Navy Enterprise Resource Planning (ERP) system, policies, procedures, as well as any other new systems or programs that are introduced at NAVSUP WSS. 2.1 Requiring Organizations: The organizations requiring the services outlined in the PWS include: NAVSUP Headquarters 5450 Carlisle Pike Suite 309 Mechanicsburg, PA 17055 NAVSUP Weapon Systems Support 5450 Carlisle Pike Suite 410 Mechanicsburg, PA 17055 NAVSUP Weapon Systems Support 700 Robbins Avenue Philadelphia, PA 19111 NAVSUP Weapon Systems Support 1837 Morris Street Norfolk, VA 23511 2.2 Project Description: The purpose of this PWS is to obtain a full range of services to provide direct, on-the-job training for NAVSUP WSS personnel, enabling them to effectively perform their day-to-day duties. These services include course instruction, one-on-one personnel training, and curriculum development/improvement. The contractor will be responsible for developing new interactive course materials and converting existing courses to a web-based training format. These trainings will be sustained by the contractor and published on Navy-owned portals. This project will also provide virtual and/or on-site knowledge transfer to NAVSUP WSS personnel in all areas of Supply Chain Management. The contractor will be expected to provide an average of 8-10 hours per week of one-on-one Knowledge Transfer Sessions (KTS). Additionally, the contractor will support new-hire training initiatives as required. The goal of the training is to make it relevant to the specific challenges faced by NAVSUP WSS employees. It must serve as direct, functional job training that equips employees with the skills and knowledge needed to perform their day-to-day work. The training shall target and address identified gaps in competencies, highlight best practices specific to NAVSUP WSS, and foster an interactive environment that supports partnerships within and between Command codes for mission readiness and SME development. 3.0 Scope: The goal of this PWS is to provide guidance and deliverables in the development and sustainment of training materials related to NAVSUP WSS on-the-job processes. This will also include conducting knowledge transfer sessions with NAVSUP WSS personnel in Supply Chain Management and in the sustainment of training materials. A core requirement of this contract is the complete integration of all training content with the Waypoints learning system. To that end, the Contractor shall adhere to the following process: For every training material created or updated (e.g., Course, Web-Based Training, Desk Guide), the Contractor shall simultaneously create a corresponding "Material" object in Waypoints. This object will link directly to the training content, making it discoverable and available to be added to curriculums/playlists. For every training plan developed or updated, the Contractor shall simultaneously create or update a corresponding "Curriculum " in Waypoints. This curriculum will mirror the structure of the training plan and will include all associated Waypoints materials. The number of deliverables required for a 12-month performance period is reflected below. Deliverable Total for a 12-month PoP*** Notes Full Course Sustainment 45 Includes the sustainment of the gameboards. Each sustainment action must include an update to the corresponding Waypoints "Material." Internal Course Sustainment 30 Includes the sustainment of the current gameboards. Each sustainment action must include an update to the corresponding Waypoints "Material." New Course Builds 20 Each new build must include the creation of a corresponding Waypoints "Material."
