Statement of Work (SOW) JSOES Salmon Sampling Net Maintenance Requisition 143041-26-0085 This procurement is for materials and services to support the Juvenile Salmon Ocean Ecosystem Survey (JSOES). The Northwest Fisheries Science Center (NWFSC) anticipates inspections, repairs, modifications, and transport of Government Furnished Equipment (GFE). “Repair” is defined as returning the GFE physical parameters to operation status that meets the initial specifications and rigorous scientific standardization requirements. The contractor shall perform work in accordance with Original Equipment Manufacturer (OEM, NET Systems) provided detailed net diagrams and net descriptions (e.g., DWG NO. 264NRR14, DWG NO. NOA082CS) using only accepted materials. Specifically, this contract is for Nor’eastern Trawl Systems (NET Systems) to repair, maintain, and certify trawls, sampling codends, trawl doors, etc. for sampling gear including (but not limited to) Nordic trawls and any other acquired nets. Contractor Facilities, Contractor Furnished Equipment (CFE), and Contractor Furnished Materials (CFM) shall be utilized to accomplish this work. The NWFSC shall provide NET Systems with detailed specifications of the net gear and rigging to be modified, repaired, certified, shipped, or inspected. Furthermore, because it is impossible to predict the extent of damage that gear may sustain during the Summer 2026 surveys, this contract includes a provision to authorize additional, unforeseen repairs not to exceed an annual cost 2. ORGANIZATION a. Organization: NWFSC, NOAA, Department of Commerce (DOC), is a government agency charged with the mission of stewardship for living marine resources. b. Background: The NWFSC provides scientific and technical support to the National Marine Fisheries Service (NMFS) for the management, conservation, and wise use of the Pacific west coast marine and anadromous fisheries resources. The NWFSC conducts surveys on chartered commercial fishing vessels, specifically the Juvenile Salmon and Ocean Ecosystem Survey (JSOES), requiring rigorous maintenance of survey equipment. -- 1 of 5 -- 3. GENERAL The NWFSC requires net mending expertise and trawl net certifications to maintain consistency between sampling trawls. All nets are required to be certifie; prior to deployment, which includes measuring all rigging, framing lines, seizings, benzels, lacings, and floats. We estimate that 10 net loft man-hours per net will be required in the evaluation of each trawl before and after it has been repaired. 4. NET LOFT TECHNICAL SPECIFICATIONS Standardization of sampling gear is critical to maintaining the integrity and continuity of the JSOES time series. All repaired nets must be inspected and certified prior to deployment. To prevent any deviation in the hydrodynamic profile and catchability of the NRT-264 Nordic trawl and associated gear, the gear must be repaired and certified to exact specification. The selected net loft (NET Systems) must possess the facilities, equipment, and OEM expertise to accommodate the following: a. Covered workspace of no less than 60’ X 160’ (9600 ft 2 ) with a minimum of three, five- ton overhead winches and one five-ton capstan to unfurl, stack, and pull the NRT-264 open inside the loft. The NRT-264 is a massive surface trawl and must be fully stretched, unfurled, and suspended indoors to accurately measure the mesh, align ropes, and certify the net geometry. Smaller facilities cannot accommodate the physical footprint required to inspect the net without compromising measurement accuracy, which would invalidate survey standardization. b. A codend jig and the ability to place up to 10,000 pounds of tension on the sampling codend while under construction or testing. The jig simulates the immense drag and catch weight experienced during a 5-knot tow. Testing the repairs under this tension is mandatory to ensure the codend does not blow out at sea, which would result in catastrophic loss of scientific catch and expensive survey time. c. Expertise to work with and repair specific netting, including 32mm (1-1/4") #18 nylon netting used for codend liners and 100mm (4") D5.0mm PE netting. Substituting generic netting can alter the spread and opening of the net, destroying the scientific consistency required for the JSOES data series. d. Expertise in repairing and calibrating 230' rigging for the NRT-264. Miscalibration of rigging can alter the spread and opening of the net, destroying the scientific consistency required for the JSOES data series. -- 2 of 5 -- e. The ability and knowledge to rig and repair 3.0m 2 XL-LITE midwater trawl doors, handling their weight in air (1150 lbs.) and ensuring proper top/bottom positioning for shallow/deep water towing. These components are specialized and the vendor must possess the exact schematic knowledge and established supply chains to source exact OEM hardware replacements. Attempting to reverse-engineer or substitute these components with “equivalent” gear from another vendor could change the towing dynamics, rendering catch data incompatible with previous survey years. f. The ability to source and replace specific hardware for the Single Pennant Specta Rigging, including 8-Ton Viking Flatlinks, 8-Ton Viking G-hooks, and 5/8" Gunnebo Hammerlocks. These components are specialized and the vendor must possess the exact schematic knowledge and established supply chains to source exact OEM hardware replacements. Attempting to reverse-engineer or substitute these components with “equivalent” gear from another vendor could change the towing dynamics, rendering catch data incompatible with previous survey years. 5. PROJECT SUMMARY a. The NWFSC anticipates the repair, inspection, and certification of two (2) NRT-264 Nordic Trawls and associated gear. b.
