The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items, including incidental services, necessary to perform herbicide treatment of selective vegetation of 1,038 acres, as described in this Scope of Work (SOW). These services are to be performed in the following compartments and stand in the Long Cane Ranger District of the Sumter National Forest, Abbeville, Edgefield, and McCormick Counties, South Carolina; locations shown on the attached maps. The Contractor shall perform in accordance with the standards defined in this contract. The estimated quantities of work are listed in the Bid Price Schedule or Technical Exhibit. TIME ALLOWED FOR COMPLETION: 60 DAYS Work must be completed between AUGUST 01, 2026 - SEPTEMBER 29, 2026. 1.1.2. Objective is to treat non-desirable species to improve the growth and development of the desirable species. Herbicide Mixtures [Foliar Spray] shall contain the following or equivalent: End uses mix the following chemicals Per Gallon: Arsenal AC (1 ounce), Bullseye dye (3 ounces) and Limonene Adjuvant (1/2 ounce). [Cut Surface/Hack and Squirt] shall contain the following or equivalent: End uses mix the following chemicals Per Gallon: Triclopyr Amine (50%); Water (50%) and Bullseye Dye (1 ounce). *The Contracting Officer’s Representatives may, during the contract period of performance, randomly sample the herbicide mixture by collecting a sample of the chemical mixture, on- site from the tank, with analysis performed by an independent laboratory. Herbicides will be applied by two Methods: 1. Foliar Spray Application, herbicide shall be applied using a hand spray application to spray the foliage of all target species less than 6 feet in height and less than 3 inches at diameter breast height (DBH). Targeted species include sweetgum, maple, elm, yellow poplar, locust. Non-targeted species include oaks, hickories, redbud, sourwood, dogwood, black gum and black cherry. AND 2. Cut Surface/Hack-and-Squirt Application, treatment of targeted species that are greater than 3 inches DBH, 6 feet and taller. These target species are the same as the ones listed above. *Herbicides will be applied by these two methods inside all stand boundaries marked by three horizontal orange lines on boundary trees. *Check with the COR if there are questions concerning targeted and non-targeted species. -- 3 of 21 -- 4 SPECIFICATIONS. 1.2.1. Application of Herbicide Mix. 1. The Contractor shall comply with all applicable State and Federal regulations. The herbicide label shall be always followed (see Government furnished property). 2. Weather is monitored and herbicide applications are suspended if temperature, humidity, or wind become unfavorable as follows: a. Wind velocity (sustained) exceeds 10 miles per hour. b. Precipitation or a 50% chance of rain is predicted within 24 hours. c. Thunderstorm activity is in the area. d. Temperature higher than 98°F. e. Humidity is less than 30%. 3. Signs will be posted in the project area during herbicide treatments warning forest users to avoid the area for at least 24 hours following application. 4. Application equipment, empty herbicide containers, clothes worn during treatment, and skin are not cleaned in open water or wells. Mixing and cleaning water must come from a public water supply and be transported in separate containers. 1.2.2. Safety and Public Health. 1.2.2.1. Each application crew must take soap, wash water (separate from drinking water), eyewash bottles, and first aid equipment to the field. 1.2.2.2. Prior to application, the Contractor shall read, understand, and agree to abide by all requirements in the Forest Service Herbicide Safety/Spill Plan (see Government furnished property). If a spill occurs, actions required of the Contractor include, but are not limited to: • Act immediately to safely contain the spill. Contractor shall keep the contamination to a minimum and apply appropriate spill decontamination procedures. • If a spill involves a vehicle accident attend to injuries first, then notify the appropriate Forest Service personnel. • Notify a …
