Notice of Intent to Award Sole Source - Incineration of SAP IT Equipment

PERFORMANCE WORK STATEMENT SAP IT EQUIPMENT DESTRUCTION 1. DESCRIPTION OF SERVICES / GENERAL INFORMATION. The Contractor shall provide all management, tools, supplies, equipment, and labor necessary to provide for the incineration of SAP IT Equipment at Joint Base San Antonio (JBSA) Randolph, Texas, IAW Department of the Air Force (DAF) Special Access Programs (SAP) I.T. Sanitization Standard Operating Procedure (SOP) 2021. 1.1. DESCRIPTION OF SERVICES. The contractor shall perform the following tasks: • Once delivered by AETC Advanced Programs Division personnel, the contractor shall be responsible for on-site coordination of all staging and deliveries of drums containing equipment to the incinerator. • The contractor shall allow AETC Advanced Programs Division personnel to physically witness the incendiary process from start to finish per the customer’s physical security requirements, policies, and governance. • The contractor shall be responsible for the determination of the appropriate on-site delivery location, method, and handling. • Work shall comply with applicable sanitization procedures for temperature for incineration and resulting particle size IAW DAF SAP IT Sanitization SOP 2021. • The contractor shall be responsible for following all safety and security guidelines within the work performance area, including securing any contractor-owned tools or equipment, and any on-site storage. • The contractor shall maintain a means of egress within the designated work area to comply with fire codes. 1.2. GENERAL INFORMATION. 1.3. QUALITY CONTROL. The contractor shall be responsible for quality control for all work accomplished during the performance of the task. The contractor shall provide and maintain a Quality Control Plan (QCP) which ensures the requirements in this PWS are met. The QCP will be considered acceptable and approved unless the contractor is notified by the Contracting Officer (CO) prior to award. The QCP shall be included in the technical proposal for evaluation and acceptance. As a minimum, the contractor shall develop quality control procedures that address the areas identified in section 2, Service Delivery Summary. 1.3.1. QUALITY ASSURANCE. The government will periodically evaluate the contractor's performance by appointing a Contracting Officer Representative (COR)(s) to monitor performance to ensure services are received. The COR will evaluate the contractor's performance in accordance with the Quality Assurance Surveillance Plan (QASP) for this requirement. 1.3.2. HOURS OF OPERATION. 0700-1700 (7 a.m. – 5 p.m. central time) -- 1 of 5 -- 1.3.3. SECURITY REQUIREMENTS. The contractor shall not handle any classified material without an Air Force personnel present. Additionally, all resources (e.g. maps, publication/instructions, photos) provided by the government to assist the contractor in the performance of their contract will be surrendered upon termination of employment or the end of the contract performance. Any personnel who were involved in this project and has access to privacy information shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 522a and applicable agency rules and regulations. 1.3.5. PERFORMANCE OF SERVICES DURING CRISIS DECLARED BY THE NATIONAL COMMAND AUTHORITY OR OVERSEAS COMBATANT COMMANDER. N/A 1.3.6. SPECIAL QUALIFICATIONS. Contractor personnel shall be certified by appropriate federal and state regulatory agencies to meet federal and local certification requirements for incineration. 1.3.7. RECORDS MANAGEMENT. The Contractor shall manage all data created for Government use or legally controlled by the Government, in support of the functional activity or required by AF publication, IAW with the AF records management procedures in Air Force Instruction (AFI) 33 - 322, Records Management Program, paragraph 10, Air Force Manual (AFMAN) 37-123,paragraph 7.4, Air Force Manual (AFMAN) 37-138, paragraph 2.13, and the Air Force Records Disposition Schedule (AF RDS) located at https://afrims.amc.af.mil/rds_series.cfm or http://www.amc.af.mil/shared/media/document/AF D-060803-003.pdf “ -- 2 of 5 -- 1.3.8. AIR FORCE ANTITERRORISM (AT) PROGRAM The AT program seeks to deter or limit the effects of terrorist acts against the AF by giving guidance on collecting and disseminating timely threat information, providing training to all AF members, developing comprehensive plans to deter and counter terrorist incidents, allocating funds and personnel and implementing AT measures. In accordance with AFI 10-245 paragraphs 2.18 and paragraph 2.25, DOD contractors and sub-contracts personnel shall be offered Level 1 AT Awareness Training. Compliance with the training will be monitored by the contracting officer representatives. 1.3.9. CONTRACTOR FULL-TIME EQUIVALENT REPORTING. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the HQ AETC Advanced Programs via a secure data collection site. The contractor is required to completely fill in all required data fields at https://afcmra.hqda.pentagon.mil/login.aspx. Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September.
