The following information, as required per RFO 12.202(b)(1) applies: Solicitation number FA440726QS001 is issued as a Request for Quotation (RFQ). The 375th Contracting Squadron (PKB2) at Scott AFB, IL is contemplating an award to provide emergency Oil and Hazardous Substance/Hazardous Waste (OHS) spill response, sampling and cleanup services for Scott Air Force Base (SAFB) and resulting from operations of SAFB that take place off-installation within 25 miles. The government intends to issue an award to the responsible offeror who provides an offer meeting the requirements of the acquisition. This is a commercial purchase using Revolutionary FAR Overhaul (RFO) Part 12. The following information, as required per RFO 12.202(b)(1) applies: (i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. This acquisition is being solicited as a Small Business Set-Aside via SAM.gov under North American Industry Classification System (NAICS) code 562211 (Hazardous Waste Treatment and Disposal). The small business size standard for NAICS 562211 is $47,000,000 . The Product Service Code (PSC) is S222 ( Housekeeping - Waste Treatment/Storage). This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. -- 1 of 5 -- 2 16 July 2026 DEPARTMENT OF THE AIR FORCE 375TH CONTRACTING SQUADRON (AMC) (ii) Description of requirements: The BPA shall provide emergency Oil and Hazardous Substance/Hazardous Waste (OHS) spill response, sampling and cleanup services for Scott Air Force Base (SAFB) and resulting from operations of SAFB that take place off-installation within 25 miles as specified in the PWS. Please see Attachment 1, and Attachment 2, PWS for more information. Ordering Period: The period of performance for this requirement is 2026 –2031 at Scott AFB, IL. (iii) Solicitation Provisions 52.212-2 Evaluation-Commercial Products and Commercial Services (a) Evaluation factors. The Government will establish a Blanket Purchase Agreement (BPA) resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers: Lowest Price Technically Acceptable (LPTA): The Government will organize the quotes based on the price from lowest to highest and will evaluate the technical approach of the two lowest priced offerors first. If the two lowest priced offerors are technically acceptable, then the lowest offer represents the best value for the Government and the evaluation process ceases at this point. If one of the offerors is technically inacceptable, then the next lowest offeror will have their technical approach evaluated, and this will continue until the government has two technically acceptable offerors or runs out of offers to evaluate. At that point, award shall be made to the lowest priced technically acceptable offeror without further consideration to any other offers. The Government intends to make award based on the initial quote submissions without conducting interchanges. Therefore, each offer should contain the Offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to hold interchanges if, during the evaluation, it is determined to be in the best interest of the Government. Interchanges are fluid interaction(s) between the CO and the contractor that may address any aspect of the quote and may or may not be documented in real time. However, the Government reserves the right to conduct interchanges using Interchange Notices (IN). Offeror responses to INs will be considered in making the award selection decision. Interchanges may be conducted with one, some or all offerors as the Government is not required to conduct interchanges with any or all contractors responding to this RFQ. -- 2 of 5 -- 3 16 July 2026 DEPARTMENT OF THE AIR FORCE 375TH CONTRACTING SQUADRON (AMC) (b) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a non-binding Blanket Purchase Agreement (BPA) without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of provision) (iv) Blanket Purchase Agreement (BPA) Clauses The following DAFFARS Clause is incorporated by full text: DAFFARS 5352.201-9101 Ombudsman (July 2023) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, Contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal disputes.
