Notice of Intent to Sole Source: Multifunction Devices (MFDs) Maintenance and Consumables

STATEMENT OF WORK MAINTENANCE AND CONSUMABLE SUPPORT FOR MULTIFUNCTION DEVICES (MFDS) COMMANDER NAVY REGION SOUTHWEST (CNRSW) 750 PACIFIC HWY SAN DIEGO CA 92132 1.0 Background: The Commander Navy Region Southwest (CNRSW) currently relies on 214 leased Multifunction Devices (MFDs) procured via a Defense Logistics Agency (DLA) contract. The existing DLA contract providing maintenance and consumable support for these MFDs is scheduled to expire on 31 August 2026. A new contract is not anticipated to go into effect until approximately 01 December 2026. 2.0 Scope: CNRSW requires a short-term, 3-month bridge contract to prevent any disruption of critical printing, scanning, and copying services across CNRSW. As instructed by the DLA Point of Contact (POC), CNRSW intends to work directly with the incumbent provider to maintain operational continuity until the new DLA contract is executed and new devices are delivered. 3.0 Requirement 3.1 CNRSW requires the contractor to provide comprehensive maintenance services to ensure the 214 MFDs remain in fully operational condition. This includes:  Preventative Maintenance: Performing routine servicing and inspections in accordance with OEM (Original Equipment Manufacturer) specifications.  Corrective Maintenance: Providing on-site repair services to diagnose and fix equipment failures.  Service Level Agreement (SLA): The Contractor shall respond to service calls and restore equipment to a fully operational state within same response times as required by DLA contract. 3.1 Consumable Support: The Contractor shall supply and deliver all required consumables necessary for the continuous operation of the 214 MFDs.  Included Consumables: Toner, developer, drum kits, fusers, waste toner receptacles, and staples.  Excluded Items: Paper will be provided by the Government and is excluded from this requirement.  Replenishment: The Contractor shall ensure adequate stock levels are maintained or swiftly delivered to prevent device downtime due to a lack of supplies. 4.0 Place of Performance: Naval Base San Diego CA, Naval Base Coronado CA, Naval Base Point Loma CA, CNRSW HQ CA, NAF El Centro CA, NAS Fallon NV, NAS Lemoore CA, Naval Base Ventura County CA, Naval Support Activity Monterey CA, Naval Weapons Station Seal Beach CA, Naval Air Weapons Station China Lake CA -- 1 of 2 -- 5.0 Period of Performance: 5.1 Base Period: The base Period of Performance shall be three (3) months, commencing immediately upon the expiration of the current DLA contract. The Government will also designate a Contracting Officer's Representative (COR) or local POC to facilitate site access, report service issues, and coordinate consumable deliveries. 8.0 Security and Access The Contractor personnel shall comply with all applicable Department of Defense (DoD), Department of the Navy (DoN), and local CNRSW security regulations, including base access requirements, background checks, and badging procedures necessary to perform on-site maintenance. -- 2 of 2 --
