1 | P a g e Military Flight Dispatch & Integrated Navigation Data (INDS) for U.S. Coast Guard C-37A/B & C-39A Aircraft Performance Work Statement (PWS) GENERAL 1.0 Scope. The purpose of this Performance Work Statement (PWS) in support of Air Station Washington DC’s requisition is to procure services that will: Provide FAA-required, current, certified aeronautical charts necessary to conduct instrument approaches and comply with 14 CFR requirements. Provide secure, compliant international operations, ensuring that U.S. government executive airlift meets host nation Foreign Clearance Guide and International Civil Aviation Organization (ICAO) requirements for routing, airspace structure, and approach procedures. These capabilities are required for safe global operations, diplomatic clearances and compliance with ICAO and host-nation requirements. These services must be compatible and work together synergistically to provide a comprehensive flight package to the crew and shall be compatible with the Honeywell avionics suite equipment installed onboard the USCG’s Gulfstream C-37A/B & C-39A aircraft. 2.0 Background. Air Station Washington is charged with providing safe, reliable, executive air transport to the Secretary of Homeland Security (S1), Commandant of the Coast Guard (CCG), and other senior government officials globally via mission-ready Long-Range Command and Control (LRCCA) aircraft. To meet mission requirements, the military designated Gulfstream GV/550 and G700 aircraft, C-37A/B and C-39A respectively, must include integrated navigation data (INDS), and military dispatch. All services are essential for the USCG to meet the demands of the global executive LRCCA transportation mission. 3.0 SPECIFIC REQUIREMENTS / TASKS. 3.1 International Flight Planning Requirements for C-37A/B & C-39A Aircraft: • Mission planning for 12-15 international trips per year • Between 2-8 legs per trip • Support for frequent changes throughout the trip planning and execution phases • Mission builds, draft flight plans, diplomatic clearances, slots, PPRs, etc. • Customer specific website delivery that meets Impact Level 5 (IL5) security requirements for Controlled Unclassified Information • Dispatch of flight during the execution phase • Flight plan creation and filing • Flight briefing packages • Reactive flight following • ACARS/Datalink communication capabilities • Additional Trip Planning services upon request • Ability to request services such as FBO setup, hotels, etc. • Service for 4 Gulfstreams, based out of DCA – C101 (C-37A), C102 (C-37B), C103 (C-39A), and C104 (C-39A) -- 1 of 5 -- 2 | P a g e 3.2 Integrated Navigation Data Service (INDS) Requirements for C-37A/B Aircraft: • EPIC INAV / Elite INAV • Global aeronautical data and digital terminal charts • Support and updates with renewed chart cycles • Service for 2 Gulfstreams, based out of DCA – C101 (C-37A) and C102 (C-37B). 4.0 PERIOD OF PERFORMANCE. The government intends to award a Firm Fixed Price contract with the following period of performance dates: 5.0 PLACE OF PERFORMANCE. The primary place of performance will be USCG Air Station Washington, 1 Reagan National Airport, Hangar 6, Washington, DC, 20593. Since the service provided is electronic, no in person visits from the contractor are to be expected. 6.0 FOREFLIGHTS T&C STATEMENT. As respects ForeFlight Dispatch, ForeFlight Military Flight Bag One, and ForeFlight Runway Analysis, notwithstanding anything to the contrary, Customer’s use of these solutions is subject to ForeFlight’s EULA, accessible at https://www.foreflight.com/support/eula/ or within the ForeFlight application, and Customer accepts the same. -- 2 of 5 -- 3 | P a g e 7.0 CONTRACTOR PERSONNEL. Service Personnel. The Contractor shall provide qualified personnel who shall be responsible for all Contractor activities performed under this PWS. Such customer service personnel will be the point of contact for the Contracting Officer (KO) and the Contracting Officer’s Representative (COR). Removing Employees for Misconduct or Security Reasons. The Government may, at its sole discretion, direct the Contractor to remove any Contractor employee for misconduct or security reasons. Removal does not relieve the Contractor of the responsibility to continue providing the services required under this PWS. The Contracting Officer will provide the Contractor with a written explanation to support any request to remove an employee. 8.0 SECURITY. Performance of the requirements under this PWS will not require Contractor access to secure areas or equipment, nor involve the handling of Classified Sensitive Information. 9.0 KICK-OFF MEETING. The contractor will attend a Kick-Off Meeting with the Contracting Officer and the COR NLT three (3) business days after the date of award, or later with the written approval of the Contracting Officer. The purpose of the Kick-Off Meeting is to discuss technical and contracting objectives of this PWS and review the Contractor's project plan. The Kick-Off Meeting will be held via telephone conference. 10.0 PROGRESS REPORTS. The contractor will provide progress reports to the COR verbally or via electronic mail. This report shall provide an assessment of technical progress, schedule status, and any contractor concerns or recommendations. 11.0 PROGRESS MEETINGS. The contractor shall be available to meet with the COR upon request to present deliverable status, exchange information and resolve emergent technical problems and issues. 12.0 GOVERNMENT FURNISHED RESOURCES. The government will provide the following property and information to the Contractor as needed under this PWS: system information and configuration settings as needed to establish high speed internet service coverage. 13.0 CONTRACTOR FURNISHED PROPERTY. The contractor shall furnish personnel and services necessary to fulfill the requirements of this PWS, except for the Government Furnished Property specified herein. 14.0 DELI
