STATEMENT OF REQUIREMENTS
(2) Small Shelter System Shelter Systems with (2) Environmental Control Unit Officer Training School
PURPOSE
Officer Training School (OTS) requires the purchase of two Small Shelter System tents, two Environmental Control Units and required fire sensors, fire extinguishers, delivery, installation, training. The tents will be utilized to build up the OTS Blue Thunder location to support additional trainees.
DESCRIPTION OF ITEMS
The following items are required for performance under this contract. The baseline reference for the shelter system is the CAMSS Shelter PN: CAMSS-HIT-20QM4W, Brand Name or Equal. Vendors proposing equal or superior products must demonstrate compliance with all performance characteristics specified herein.

Frame
Tents must be a minimum of an aluminum frame, free span with no poles in the center, and include powder coating. All frame components shall be corrosion-resistant to withstand prolonged field exposure.
Shelter Cover and Fabric
All vinyl must be fireproof with a 15-17oz military specification. All tents must come with a tan solar fly outer shell. There shall be a minimum air gap of 3” between the shelter cover and solar fly. Tent shall include an insulating liner system with a 4.5oz-5oz aluminized/reflective material.
Tents need to include a minimum of a hard door and zipper entry with double vestibule connector flaps around each door. Tents shall include (4) vestibule connector flaps (2 per each end panel) and (4) insulated windows per tent (2 per end panel). Tent must also include a fire-retardant plenum.
End Walls
Each end wall must have a triple-layer construction (outer vinyl material, insulation panel, and inner liner material) with a minimum thickness of ½ inch. Each end wall must include two (2) sets of ECU/HVAC ports with an 18-20 inch diameter.
Electrical System
Tent must include an electrical/lighting kit with the following components. The internal power distribution box is required to be safety certified and listed to meet electrical code UL1640.

Receptacle lines must include (12) triplex receptacles per line. The outlet is 20A. There is a 50’ power cable to connect to the exterior power distribution system. The contractor shall be responsible for a converter.
Structural Load Requirements
The shelter system shall be engineered and manufactured to withstand a minimum wind load of 60 mph and a minimum snow load of 20 pounds per square foot (psf). The contractor shall provide commercial literature, manufacturer specifications, or engineering certifications (such as ASCE 7-10 compliance) demonstrating that the proposed shelter design meets or exceeds these structural parameters. Physical on-site
load testing of the erected tents is not required. Tents shall have a minimum field life of 10 years.

All tents must come with one (1) portable fire extinguisher and two (2) interconnected smoke alarms. Portable fire extinguishers must be an ABC fire extinguisher with a rating of 2-A:10-B:C and a minimum of 5 lbs, mounted using vehicle safety brackets. Full testing of the smoke alarms will be required at the time of acceptance, and a pre-test must be completed and documented prior to acceptance.

INSTALLATION REQUIREMENTS
The contractor shall complete delivery and installation of the tents, fire extinguishers, smoke alarms, ECUs, electrical, and lights free of any defects to 1200 March Road, Maxwell AFB 36112. Tents will be installed on concrete and ECU on concrete/gravel/dirt. Once installation is complete the tents should be move in ready.
Life Safety and Code Compliance
All construction and Life Safety Requirements must meet the most current versions of UFC 3-600-01, AFPAM 10-219V5, NFPA 101, NFPA 102, NFPA 70, and NFPA 10.
Shall meet the Fire Prevention Standard MAFBI 32-2005 and local requirements for construction.
All electrical installations/work must be completed by a certified electrician in accordance with NFPA 70.
