1.1 Description: This is an Allied Systems Marine Crane Luffing Cylinder. The
attached deck machinery paint specification shall be used for the top coating
of these cylinders.
1.2 Contractor shall immediately notify the Coast Guard Contracting Officer
if the make and/or model hydraulic cylinder delivered for overhaul does not
conform to that cited in Part 1 above.

3. Requirements:
3.1 Contractor Instructions: The repair requirements described herein are the
minimum necessary and are not intended to replace any procedures, controls,
examinations, or tests normally employed by the contractor to assure the
quality of the product. The contractor shall provide all labor and materials
to perform overhaul services on the hydraulic cylinder.

3. Requirements:
3.1 Contractor Instructions: The repair requirements described herein are the
minimum necessary and are not intended to replace any procedures, controls,
examinations, or tests normally employed by the contractor to assure the
quality of the product. The contractor shall provide all labor and materials
to perform overhaul services on the hydraulic cylinder.
3.1.1 Hydraulic cylinder disassembly and inspections shall be conducted in
accordance with referenced 2a to determine the total cost of overhaul. The
overhaul shall also include the open and inspection of the hydraulic
cylinder. The shipping container that the hydraulic cylinder was received in
shall be inspected for possible re-use and addressed in the inspection report
as to its condition or need for replacement in accordance with referenced 2f
and 2i. A detailed estimate including material, labor, testing, preservation,
packaging and marking costs shall be submitted to the Coast Guard Contracting
Officer for review and approval prior to the start of any repair or order of
material. The contractor shall also provide the replacement cost of a new
hydraulic cylinder for comparison to the overhaul cost.
3.2 Replacement Parts: All replacement parts used in the overhaul shall be
new original equipment manufacturer (OEM) parts. Reclaimed, recycled or
aftermarket parts are not acceptable and shall not be used. Parts such as o-
rings, seals, springs, vanes, plates, and etc. which are not manufactured by
the hydraulic cylinder manufacturer shall be identified by their markings or
through the use of the technical manual for identification purposes. These
parts shall be obtained through their OEM or their distributors.
Commercially available items such as hardware and seals are generally
interchangeable between different manufacturers and may be substituted as
long as they are equal in all respect. Only in the case where a commercially
manufactured part cannot be identified by its markings shall it be ordered
directly through the hydraulic cylinder manufacturer and their part number.
3.2.1 If the contractor determines that a hydraulic cylinder is beyond
economical repair he shall submit a report to the Coast Guard Contracting
Officer explaining the reasons for non-repair and repair cost versus
replacement cost. The Coast Guard Contracting Officer shall determine
disposition of any hydraulic cylinder that is not to be repaired.
3.2.2 Decal and labels: Any decal or label plate originally affixed to the
hydraulic cylinder shall be made new.
3.2.3 A separate label plate made of similar material and size as the
original label plate and shall be attached stating the contractors name,
contract number, and date of overhaul.
3.3 Overhaul requirements: Hydraulic cylinder shall be overhauled and tested
in accordance with original or current OEM design and technical
specifications using original OEM replacement parts. Overhaul shall restore
the hydraulic cylinder to a serviceable condition capable of performing to
the standards of an identical new hydraulic cylinder.
3.3.1 Overhaul shall include disassembly, cleaning of all contaminants
including dirt, grease, oil and paint. All gaskets, seals, o-rings and
bearings parts worn or damaged beyond manufacturers? tolerances shall be
replaced. Hydraulic cylinder shall be assembled using all specified
calibrations and torque values.
3.3.2 Disassembly and Cleaning: Disassemble and inspect the entire hydraulic
cylinder structure. Ensure all hydraulic fluid remaining in the system is
drained and properly disposed of in accordance with all Federal, State and
Local Laws for…
