SCOPE 1.1. Title: Portsmouth Naval Shipyard is requesting overhaul service of a barrier boat listed in identification section 1.3. 1.2. Location of Work: 1.2.1. Portsmouth Naval Shipyard (PNSY), Kittery, Maine. 1.2.2. Contractor’s Facility 1.3. Identification: 30BB0701 with specific identified areas listed in the attachments. 1.4. Security Classification: a portion of this work will take place in a NAVSEA Controlled Industrial Area. 2. REFERENCES 2.1. See individual Attachments to this Statement of Work. 3. REQUIREMENTS 3.1. The Contractor shall complete all overhaul tasks in this Statement of Work and its Attachments, three (3) months from award and delivery of vessel to Contractor’s Facility. Any identified barriers that will impact this timeframe shall be communicated and accepted by TPOC/COR. 4. GENERAL 4.1. The information received in the consolidated final report of 3.6 will be used by the Contracting Officer in the issuance of one contract modification, which will be a final settlement for each reservation Work Items. 4.2. The reservations listed in the individual Work Items are not to be considered Time and Material or a Level of Effort. Once the scope of work for a task has been listed an mutually agreeable number of SHIP: 30BB0701 manhours or materials has been agreed to, neither party will be entitled to an adjustment based on actual manhours or material dollars required. 5. UNSCHEDULED & EMERGENCY REPAIRS 5.1. If replacement parts are necessary to perform PM or repairs, and these parts are not provided in the routine maintenance process, the contractor shall submit a Condition Found Report (CFR) (CDRL A020, B020, C020, D020, E020). The vendor shall not continue with the repairs identified on the CFR until authorization to perform the proposed work has been approved by the TPOC and the Contracting Officer. If the repair is approved, the replaced part shall be provided to Department of the Navy (DON) personnel for evaluation of the damaged part. -- 2 of 48 -- Page 3 of 48 5.2. Upon receipt of the documentation required by the vendor in paragraph 5.1 the Government will review the work request to verify the work is required and should not be covered under other line items covered on the contract. The Government will verify and approve that the corrective actions are appropriate. 5.3. Work on any unplanned repairs cannot commence until approval is granted by the Government. The Contractor shall receive authorization from to the Technical POC or COR prior to commencing any work or exceeding any established cost thresholds. 5.4. For any work exceeding the original request or outside the defined limitations, the contractor must obtain approval from the Government, in the same manner as paragraph 5.1, 5.2, and 5.3, before proceeding. 5.5. The COR will coordinate periodically with the Contracting Officer (KO) to monitor contract performance, ensure cost control, and prevent cost overruns beyond the authorized scope of work. 5.6. All work performed under this contract is subject to Government acceptance. 6. PRICING 6.1. Contractor shall provide fixed pricing for each year of maintenance for this contract, to include the base period and each subsequent option period. Pricing …
