The Naval Surface Warfare Center, Philadelphia Division is hereby issuing a Request for Information (RFI) from all potential sources to provide information regarding a commercial, modified commercial, or non-commercial product/service solution(s) to the below specifications:
THIS REQUEST FOR INFORMATION (RFI) NOTICE is being issued by the Department of the Navy, Naval Surface Warfare Center, Philadelphia Division (NSWCPD). NSWCPD, on behalf of the 2SCOG Program, which has a requirement for depot-level repair services of the U.S Navy M250-KS4 Marine Gas Turbine Engines (MGT), National Stock Number (NSN) 2835-01-493-3966. The M250-KS4 marine gas turbine engine is utilized onboard DDG-51 Class ships as a Redundant Independent Mechanical Start System (RIMSS) for the Ship Service Gas Turbine Generator sets (SSGTG). This engine is also used on the LCS Freedom Variant as the M250 Starting System. This effort is to support the repair of the M250-KS4 marine gas turbine engines, to return the assets to Ready for Issue condition. The Offeror must possess a valid Authorized Maintenance Repair and Overhaul Centers (AMROC) agreement for the M250 family of engines, to be considered an authorized repair facility of Rolls-Royce Corporation (RRC) and thus the M250-KS4. RRC is the Original Equipment manufacturer (OEM) for the M250 family of engines. By holding a valid AMROC agreement, the Offeror is granted access to all required drawings, repair procedures, and quality assurance procedures. The Offeror shall, at a minimum, have an operational test cell and repair facility. The contractor shall test for both proper function and performance throughout the entire range of operation from start through the full power rating. The contractor shall be fully capable of performing the following: functional testing of the gas turbine engine including vibration, starting, restarting, and acceleration. The Offeror shall demonstrate they own or have access to all OEM produced special tools, engine stands and fixtures required to completely disassemble, repair and reassemble the M250-KS4 engine. Substitution of non-OEM special tooling will not be accepted.
