QTY SIZE TYPE INSIDE/OUTSIDE DURATION BLDG 1 Medium-Frame MAFT Both 5 Days 158 1.1 PERIOD OF PERFORMANCE: Performance period for this contract will be no more than 10 days from the date of award and will run continuously for 5 years. 1.2 SPECIFIC REQUIREMENTS: The contractor shall provide a portable Aircraft Rescue Firefighting (ARFF) trainer to the on-base location designated in the contract. The contractor must be able to supply an on-site aircraft mock-up capable of training firefighters to the appropriate Federal Aviation Administration (FAA) airport category of Cannon AFB assigned aircraft and one Operator. The contractor shall perform the following services in accordance with the Occupational Safety and Health Administration (OSHA), the American National Standards Institute (ANSI) safety guidelines, National Fire Protection Association (NFPA) 1403 Standard on Live Fire Training Evolutions (current edition), and NFPA 1003 Standard for Airport Fire Fighter Professional Qualifications (current edition) and all federal, state, and local laws. Basic services consist of but are not limited to: • Transport portable ARFF trainer to Cannon AFB and set up portable aircraft trainer. • Provide ARFF Operator. • Remove all trainer items and property brought to Cannon AFB for the purposes of ARFF live fire training. • Clean and repair any contractor equipment brought out to Cannon Fire & Emergency Services’ (F&ES) training complex. • Remove foreign matter belonging to vendor from training complex after each session. 2 TASK REQUIREMENTS: 2.1 HOURS OF OPERATION: Delivery and removal of the portable ARFF trainer is allowed between the hours of 0700-2000 MST 7 days a week. Unless pre-arranged, fire ground instruction, and live fire evolutions, will be between the hours of 0800-2200 Monday through Friday. The length of daily instruction within the identified hours will not exceed 8 hours in one day, unless pre-arranged with the Contracting Officer. 2.1.1 The Contractor is not required to provide services on Federal Holidays. Federal Holidays are as follows: • New Year’s Day – 1 January • Martin Luther King Day – 3rd Monday in January -- 3 of 7 -- Page 5 of 8 CUI CUI • Washington’s Birthday – 3rd Monday in February • Memorial Day – Last Monday in May • Juneteenth – 19 June • Independence Day – 4 July • Labor Day – 1st Monday in September • Columbus Day – 2nd Monday in October • Veteran’s Day – 11 November • Thanksgiving Day – 4th Thursday in November • Christmas Day – 25 December 2.2 TRAINING SCHEDULE: Training shall be provided to Cannon AFB Fire Dept. (Bldg. 158) and designated fire training area. Training shall be scheduled through the Assistant Chief (A/C) of Training. The contractor shall provide five (5) classroom instructional sessions and five (5) practical/hands on training evolutions semiannually to accommodate firefighting shifts. 2.3 SCHEDULING WORK: The contractor shall notify Cannon’s F&ES A/C of Training (575-784-4270) at least five (5) workdays prior to the 1st day of scheduled semiannual training to ensure coordination of MAFT delivery and setup. If scheduled training sessions are missed for any reason, the contractor shall notify the A/C of Training to re-schedule the missed training. 2.4 TRAINING FREQUENCIES: Training frequency will consist of 5 consecutive days, 8 hours per day twice a year between March/April and again between September/October. 2.5 STANDARDS OF CONDUCT: Contractor Personnel must adhere to standards of conduct as established by the Installation Commander. 2.6 COMPLIANCE WITH LAWS AND REGULATIONS: The contractor shall be knowledgeable of and comply with all applicable federal, state, and local laws, regulations, and requirements governing the work required under this contract. In the event applicable laws, regulations, or requirements change during the term of this contract, the contractor shall be required to comply with such changes when they come into effect. Upon agreement between the parties, this Performance Work Statement (PWS) will be revised to incorporate changes in laws, regulations. 2.7 SECURITY REQUIREMENTS: The contractor will provide the names of all contractor employees that will be entering Cannon AFB in performance of the contract 2 weeks prior to the scheduled delivery/removal of the ARFF trainer to the F&ES representative. The contractor personnel list will include for each person: (1) Full legal name; (2) date of birth; (3) driver’s license number and state of issue; (4) social security number. Individuals assigned to deliver or operate vendor equipment are subject to a background check prior to being allowed access to Cannon AFB. The contractor will not assign personnel to deliver or operate -- 4 of 7 -- Page 6 of 8 CUI CUI equipment and training who: (1) Is a known felon; (2) has been convicted of dome
