PERFORMANCE WORK STATEMENT (PWS) Tobyhanna Army Depot Potable Water Sampling & Analysis Services Part 1 General Information 1. General: This is a non-personal service(s) contract under which the personnel rendering the service(s) are not subject, either by the contract's terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. 1.1 Description of Services/Introduction: This is a non-personal service(s) contract for potable water sampling requirements at Tobyhanna Army Depot. Please be advised that these requirements are subject to change to any time based on the monitoring regulations of the Pennsylvania Department of Environmental Protection (PaDEP). 1.2 Background: The Tobyhanna Army Depot (TYAD) requires comprehensive testing of potable water. TYAD operates critical logistics and supply chain missions for the Department of Defense. Uninterrupted access to facilities is essential to the Depot's operational readiness. 1.3 Scope: The Contractor shall provide non-personal service(s). The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform services as described in this PWS and associated contract documents, except for those items specified in Part 3 Government Property and Services. The Contractor shall perform to the standards and acceptable quality levels identified in this PWS and associated contract documents. The scope encompasses complete requirements. Weekly Total Coliform and Free Chlorine Sampling Sampling Frequency: Weekly sampling will be conducted for Total Coliform, E. coli, and Free Field Chlorine. This schedule will result in a total of four or five sampling events per month, contingent upon the number of weeks in any given month. Sampling Responsibility: The contracted laboratory will be solely responsible for all sample collection. Authorized Sample Locations – The Water Program Manager will furnish a Pennsylvania Department of Environmental Protection (PaDEP) approved Total Coliform Sample Siting Plan once the contract is awarded. This document will delineate all authorized sampling locations. Protocol for Positive Bacteria Results: In the event of a positive bacteria sample, the laboratory is required to provide immediate notification to the Water Program Manger via both telephone and email. This notification will trigger the immediate collection of PaDEP mandated check samples. Chorine Level Reporting Requirements: The laboratory must report any Free Chlorine readings that all outside the acceptable range of <0.20 mg/L or >4.0 mg/L. Notification must be made to the Water Program Manager in person and be documented via email. PaDEP Reporting: Coliform and chlorine results must be submitted to the Pennsylvania Department of Environmental Protection (PaDEP) by the 10th day of the month following the month in which the sample were taken. Sample results will be provided to the Pennsylvania Department of Environmental Protection (PaDEP) on standard forms or filed electronically. Quarterly PFAS Sampling Sampling Frequency: Perfluorooctanesulfonic Acid (PFOS) and Perfluorooctanoic Acid (PFAS) are to be sampled during the 1st, 2nd, 3rd, and 4th quarters. To ensure adequate time for potential resampling, all samples must be collected within the first month of each respective quarter. Sampling Responsibility: The contracted laboratory will be solely responsible for all sample collection. Authorized Sample Location: This information will be shared with the holder of the contract once it is awarded. Protocol for results above Maximum Contaminant Level (MCL): The laboratory is required to provide immediate notification to the Water Program Manger via email. PaDEP Reporting: Quarterly PFAS results must be submitted to the Pennsylvania Department of Environmental Protection (PaDEP) by the 28th day of the month following the end of the reporting period. For example, these deadlines are typically April 28th, July 28th, October 28th, and January 28th. Sample results will be provided to the Pennsylvania Department of Environmental Protection (PaDEP) on standard forms or filed electronically. Annual Nitrate/Nitrite Sampling Sampling Frequency: Nitrite and Nitrate are to be collected annually each year. This sample is to be collected in January to ensure adequate time for a potential resample. Sampling Responsibility: The contracted laboratory will be solely responsible for all sample collection. Authorized Sample Location: This information will be shared with the holder of the contract once it is awarded. Annual Twenty Regulated Volatile Organic Compounds (VOCs) Sampling Frequency: VOCs are to be collected annually each year. This sample is to be collected in January to ensure adequate time for a potential resample. Sampling Responsibility: The contracted laboratory will be solely responsible for all sample collection. Analytical Parameters: Carbon Tetrachloride, 1,2-Dichloroethane, 1,2-Dichlorobenze, 1,4-Dichlorobenzene, 1,1-Dichloroethene, cis-1,2-Dichloroethene, trans-1,2-Dichlroethene, Methylene Chloride, 1,2-Dichloropropane, Ethylbenzene, Chlorobenzene, Styrene, Tetrachloroethane, Toluene, 1,2,4-Trichlorobenzene, 1,1,1-Trichloroethane, 1,1,2-Trichloroethane, Trichloroethene, Vinyl Chloride, and Total Xylene.
