Reference Laboratory Testing Services at Naval Hospital, Guam

Department of Defense Defense Health Agency Performance Work Statement Diagnostic Laboratory Services (DLS) Reference Lab Testing Directorate of Clinical Support Services (DCSS) Laboratory PART 1 GENERAL INFORMATION This is a non-personal supplies and service contract to provide reference laboratory services locally for U.S. Naval Hospital Guam. Description of services/introduction. Diagnostic Laboratory Services (DLS) Reference lab services provide high-quality, reliable and timely lab testing and results. DLS offers a comprehensive range of services, including microbiology diagnostic testing that aids in diagnosing patients at U.S. Naval Hospital Guam. Currently our lab is unable to perform most microbiology testing including all cultures. Due to its proximity, DLS is the only option for our laboratory. This requirement is needed to sustain reference laboratory services locally and continue critical care of all patients to include neonates and trauma patients. Background. The contractor is responsible for reference laboratory services to U.S. Naval Hospital Guam in accordance with their test menu. U.S. Naval Hospital Guam has affiliated with this contractor for years as the sole local reference laboratory. Scope. The contractor shall provide everything necessary as defined in this Performance Work Statement except as specified herein as services, to provide specimen analytical testing and reference laboratory testing services, located at the U.S. NMRTC Guam Room 1 T12. The contractor shall perform these services in accordance with the standards specified in this contract and accordance with the Clinical Laboratory Improvement Amendments, (CLIA), College Of American Pathology (CAP) standards, Health Insurance Portability and Accountability Act (HIPPA) IA W 45CFR 160 and 164, and the Joint Commission for Accreditation of Health Care Organizations (JCAHO). The contractor shall submit test results and documentation as identified throughout this SOW. The contractor shall make available a standard commercial quality control plan upon request by a government representative. Contractor tasks include/the following requirements: • The contractor must conduct and provide results, at minimum, for the laboratory tests listed in Table 1 Laboratory Test List; • The contractor must have the ability to receive electronic transmission of laboratory orders and the ability to transmit electronic results to U.S. NMRTC. • The contractor must have a courier service with the ability to retrieve samples for testing as needed with base access. • Contractor must have a reference laboratory. If its reference laboratory is off the island, then patient samples must have the ability to be transported from Guam daily or business daily to the off-island reference laboratory. • Contractor couriers must be able to obtain base pass privileges for vendors. • The contractor shall identify analytical criteria and detection limits for laboratory testing • The contractor must be geographically located in Guam. (5 miles and/ or less than 10–15-minute drive to U.S. NMRTC Guam. • The contractor must have a dedicated courier service. • The contractor must provide a technical assistance center that shall be available by telephone during business hours. LABORATORY ORDERS AND RESULTS U.S. NMRTC Guam has implemented an Electronic Health Record, which also includes an electronic lab ordering module. The goal of U.S. NMRTC Guam is to work with the contractor to integrate multiple aspects of care, including ordering and viewing laboratory services and results within one cohesive user interface. The contractor shall provide the ability for laboratory ordering and viewing of results when needed for these integration initiatives. The contractor shall work cooperatively with U.S. NMRTC Guam to ensure availability to view results. The contractor shall have the ability to receive and send electronic lab orders and results. The contractor must also have the ability to electronically track lab results when sent but not received by U.S. NMRTC Guam. The contractor is expected to maintain a comprehensive list of available laboratory orders. The contractor shall have the ability to meet the technical requirements The contractor shall have the ability to process at minimum ninety percent (90%) of specimens in­house; no more than ten percent (10%) of tests ordered may be sent out to be processed by a reference laboratory. The contractor shall be responsible for transporting all specimens collected from U.S. NMRTC Guam clients to the proper testing facility. All laboratory results shall be transmitted electronically to U.S. NMRTC Guam Laboratory Department in a manner consistent with Health Insurance Portability and Accountability Act (HIPAA) privacy rules. Laboratory tests will be completed and results provided to the U.S. NMRTC Guam electronically within the timeframes listed below: Routine test results are to be returned to U.S. NMRTC Guam within the next business day. STAT order results are to be returned to U.S. NMRTC Guam electronically within four (4) hours of result availability. The contractor shall submit the results electronically to the U.S. NMRTC Guam e-mail system and shall also have a procedure for contacting. Critical Lab Results shall be provided within sixty (60) minutes of obtained results and no later than within two (2) hours. The contractor shall submit the results electronically to the U.S. NMRTC Guam and the contractor shall also have a procedure for contacting the Lab by telephone, e-mail, or facsimile, in accordance with U.S. NMRTC Guam procedures, to notify the lab of electronically submitted results. The contractor shall assign a separate Unique Identifier Number for each clinic for the purpose of tracking utilization and transmission of laboratory results.
