CUI PowerDMS Performance Work Statement (PWS) CUI Page | 1 1.0 BACKGROUND To continue operational readiness within the DLA Police Department, this agency requires regular training and continuous monitoring of policies and procedures to sustain technical and tactical proficiencies. This research does not exist within industry or commercial off-the-shelf products, and requires groundbreaking techniques usually found only in PowerDMS. For this reason, the DLA Police Department has depended on PowerDMS and their software. PowerDMS is the sole source provider of PowerPolicy, a cloud-based software as a service (“SaaS”) platform that combines document management, training and accreditation management, and electronically links that content to alert users whenever a change may impact compliance. As a result of our investment in innovation and unique expertise working in public safety, we have created a one-of-a-kind solution. The subscription supplied by PowerDMS provides the DLA Police Department the capability to uniquely links critical content to state and national standards to alert staff when changes may impact their compliance, manage and maintain crucial content including digital signatures and comprehensive workflows, create custom online courses using videos, PowerPoint presentations, policies, procedures, and more, set automatic reminders for employees to renew their mandatory certifications and training courses, as well as dozen more features to maintain operational readiness. 2.0 OBJECTIVE The objective of this requirement is to attain a partnership and membership utlizing a leading- edge software to maintain awareness and continual information sharing of supply chain operations and excellence through membership and participation in collaborative discussions, training, and research. -- 1 of 5 -- CUI PowerDMS Performance Work Statement (PWS) CUI Page | 2 3.0 SCOPE DLA Police Department’s membership with PowerDMS will enable the agency to achieve logistics and operational excellence by delivering meaningful, innovative, and implementable training and policy reviews that provide a return on investment. Membership provides access to workflows, training regimen, documentation review, audit sustainment, individual assignment distributions, amongst many other features. The resource base will serve as a major repository of published policies and training material directly related to the Police Departments Operational and training needs. 3.1 The PowerDMS membership will further the DLA Police Department’s mission on the following strategies: a) Fully compatible mobile application that allows full acknowledgment as well as importing documents anytime from anywhere. b) Full integration to most document formats for ease of editing. c) Ability to collect feedback (via surveys) on training content to measure course effectiveness, engagement, and new opportunities. d) Track and measure training completion with PowerTraining’s reporting feature. See which employees need to renew their training credits. e) Link critical content to state and national standards to track and maintain continual compliance. f) Monitor comprehension of policies and training by attaching a test for your staff to take before acknowledging or completing the content. 4.0 DELIVERABLES will include the following: • Access to generalized PowerDMS products such as software and technology developed by PowerDMS and academic partners collectively, “NEOGOV” • Shared fundamental research results from all PowerDMS academic partners. • Complementary member-specified expertise and resources working with your managers. 5.0 REQUIREMENTS/BENEFITS -- 2 of 5 -- CUI PowerDMS Performance Work Statement (PWS) CUI Page | 3 The expected and required benefits that will result from this membership are detailed below. 5.1 One complementary member-specified project utilizing academic expertise and resources. 5.2 Access to educational material (papers, reports, tools, studies, etc.) produced under sponsorship of the Center. 5.3 Access to PowerDMS publications 5.4 Notification of periodicals or newly developed programs within PowerDMS 5.5 Networking exchange and learning opportunities with industry expertise; sharing of information related to the law enforcement field. 5.6 The opportunity to develop relationships with peers. 5.7 Participation in industry workshops or seminars. 5.8 Handling of Confidential or Proprietary Information will be secured 5.9 DLA will be given the opportunity to review any reports and publications resulting from this work and the project members will work with DLA to ensure that nonconfidential, identifying, or proprietary information is divulged through the course of this project and its related publications. 6.0 PLACE OF PERFORMANCE: Requirement is an annual membership fee. 7.0 PERIOD OF PERFORMANCE: The base period for this performance work is 12 months with an estimated start date of September 15, 2026 with the option to exercise four, 12-month option periods. 8.0 CONTRACT TYPE: The government anticipates award of a firm‐fixed price (FFP) type contract. 9.0 GOVERNMENT REPRESENTATIVES: -- 3 of 5 -- CUI PowerDMS Performance Work Statement (PWS) CUI Page | 4 PROGRAM MANAGER (PM): The PM is the primary recipient of and has the ultimate responsibility for ensuring that all deliverables are reviewed and meet the requirements of the contract.
