Description
SINGLE SOURCE JUSTIFICATION UNDER THE SIMPLIFIED ACQUISITION THRESHOLD (SAT)
PURSUANT TO FAR 13.106-1(b)(1)
1. Identification of the agency and the contracting activity:
This is a justification to solicit from a single source for an acquisition being conducted by
the Department of State, U.S. Embassy Baghdad, GSO Procurement.
2. A description of the supplies or services required (including estimated value):
The Baghdad Embassy Compound (BEC), Mission Iraq needs electric vehicles with the
following specifications:
a. Solar Powered Electric Vehicles (EV) by Polaris GEM. After discussions with the
General Services Officer (GSO), the solar panels are the key difference maker
because of the abundance of sun in Baghdad. They will draw less power from the
grid, not require any charging stations, and will place post in a better position to be
ready at any moment's notice. The estimated combined value of all the electric
vehicles approximately This will allow the Regional Security Office
to satisfy the urgent need for
b. Three (3) GEM E4 and one (1) E2 electric vehicles.
3. An identification of the circumstances that preclude competition:
In accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1), the Contracting
Officer has deemed only one source reasonably available based on the following:

4. Supporting information and facts.
Post has a history of EVs that perform well in austere environmental conditions. The
Solar Powered EVs by Polaris-GEM has a proven positive track record and does not
require as much maintenance as the other electric vehicles. As a result, Embassy
Baghdad has decided to standardize Electric Vehicles fleet to Polaris models.
The practicality that standardization provides for cannibalization and interchangeability
of parts between the same make of vehicles alleviates disruption to vital Embassy
functions.
Embassy Baghdad has previously procured electric vehicles from multiple brands;
however, those vehicles did not meet the operational requirements of post. As the
Mission advances toward normalization and reduces its overall footprint, storage

capacity is increasingly constrained; limiting our ability to stock and manage spare parts
across multiple vehicle brands.
