Description

PERFORMANCE WORK STATEMENT Professional Art Framing National Museum of the Marine Corps (NMMC) Background The National Museum of the Marine Corps (NMMC), hereafter known as the NMMC, has a collection of fine art that represents over two (2) centuries of both eye-witness accounts and artistic interpretations of the visual history of the United States Marine Corps (USMC), hereafter known as the USMC. The 13,000+ piece collection includes works by nationally and internationally recognized artists. Much of the collection includes works on paper and stretched canvas. Some works are painted on wood, metal, Masonite, and other substrates. The dimensions of the works range from 1.5” tall x 2” wide to over 5’6” tall x 10’6” wide. The paintings in the collection range in age from the mid-19th century to the present day. The Art Collection’s rationale has as its primary focus fine art that documents the creation and history of the Continental Marines and USMC and continues to grow, adding several hundred works per year. Scope This requirement is for professional custom framing for the NMMC’s fine art collection and fine art reproductions on both paper and canvas. The Government intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract with this requirement with a 5-year ordering period during which individual Task Orders may be issued/awarded under the master IDIQ contract. The Contractor shall perform services as identified in each Task Order. Performance Requirements The Contractor shall be available for an intake meeting within twenty-five (25) days from award of contract to review the types of works to be framed including both fine art and fine art prints on canvas and/or paper, corner samples currently held by the NMMC and to provide 8-ply corner samples of acid-free mat board. The Contractor shall provide custom art framing for original works of art and fine art prints on canvas and/or paper. Custom framing shall include the following: The Contractor shall frame works on canvas. The Contractor shall frame original works on paper with appropriate 8-ply or 4-ply acid free mat board and non-reflective, UV-coated, museum Plexi. The Contractor shall put canvas giclée prints onto stretcher bars and replace removable archival backing board for stabilization The Contractor shall install “D” rings on the back of the framed works at 3 to 3.5 inches from the top of the frame to all the works of art, allowing the works to be suspended from the NMMC’s hanging wire system. There shall also be “D” rings with attached picture wire further down the frame to permit the work to be hung from hooks on the wall. All framing work shall meet the Professional Picture Framers of America (PPFA) and museum standards. The Contractor shall redo all rejected work in accordance with PPFA and museum standards. All rejected work shall be corrected within ten (10) business days unless otherwise specified by the Technical Point of Contact (TPOC). All frames must have an archival backing board approved by the TPOC and be easily disassembled and reassembled as needed. If a selected molding is discontinued, then the Contractor shall make an alternative recommendation regarding the molding similar in style and without additional cost to the original selection. All materials shall be archival quality and museum grade. All glazing on original works of art shall be non-reflective, UV-coated, museum Plexi unless otherwise specified by the TPOC. Spacers may be required to be installed to protect the artwork from coming into direct contact with the glazing, as required. The contractor shall be available within 48 hours to perform touch-ups on frames as needed at the NMMC Museum Support Facility (MSF) or in the NMMC art gallery. The Contractor shall pick up and transport the works of art and giclée prints from the NMMC or MSF and then deliver the framed works to the MSF. The Contractor shall prepare works for safe transport: wrapped in glassine and/or plastic, covered corrugated cardboard and/or wrapped with bubble wrap, to be delivered in a closed vehicle with environmental controls, including air conditioning and heating to protect the artworks during transport. Applicable Information and/or Documents Government Technical Point of Contact (TPOC): TPOC contact information to be provided to the Contractor at time of award. Period of Performance: The Government intends to award an Indefinite Delivery Indefinite Quantity contract (IDIQ) for this requirement with a 5-year ordering period during which individual task orders may be issued/awarded under the master IDIQ contract. The ordering period for the base year shall begin upon the date of contract award. Place of Performance/Delivery Address: All framing work shall be conducted at the Contractor’s facility. The Contractor shall pick up the works of art and fine art prints on canvas and/or paper from the NMMC art collection located at the MSF and deliver to either the MSF or main NMMC building.
