Performance Work Statement (PWS) for the Constant Vigilance 2026 Evaluation Services General Background: Constant Vigilance 2026 is a five‑day, multi‑installation, multi‑agency crisis response exercise in Okinawa to evaluate MCIPAC and English-Speaking US Joint Services partner response to escalating, multi‑domain incidents. This PWS defines evaluation services, deliverables, performance standards, and administrative requirements to contract an exercise evaluation team and optional exercise‑design support. Description of Services/Introduction. Non‑Personal Services Statement: This is a non‑personal services, performance‑based contract. The contractor is responsible for managing its employees and ensuring no action creates the appearance of personal services. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non‑personal services necessary to perform Exercise Evaluation and Optional Exercise Design Support for Constant Vigilance 2026 as defined in this Performance Work Statement, except for those items and services specifically identified as Government‑furnished. The contractor shall furnish a Project Lead and five (5) Subject Matter Expert evaluators, all required labor, and technical resources to observe exercise play, capture structured observations, conduct hotwashes, and produce a Draft After‑Action Report (AAR) with Improvement Plan and supporting annexes. The contractor shall perform to the standards, timeliness, and deliverable formats specified in this PWS and comply with all applicable Federal Acquisition Regulations, DoD/USFJ credentialing and SOFA requirements, and local installation access and safety rules. This is a non‑personal services contract; the contractor is responsible for managing its employees and shall not perform in a manner that creates the appearance of Government direction or control over contractor personnel. Scope of Work and Objective. Scope: The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and non‑personal services necessary to perform exercise evaluation and optional exercise design support for Constant Vigilance 2026. Services include on‑site evaluation during exercise conduct, data collection using a structured observations system, after‑action reporting, and optional planning/design support using the contractor’s MSEL+ and simulation tools. Objective: Validate operational capabilities across Incident Command, HazMat response, Force Protection, Counter‑UAS, Public Information, Mass Care/Family Assistance, NEO/EVAC coordination, and other functional areas; produce a defensible After‑Action Report (AAR) with an Improvement Plan and supporting annexes. Period of Performance. Base Period: Exercise conduct and evaluation support for the scheduled exercise dates (4 days of onsite evaluation). 10-13 Aug 26 for evaluation. AAR Delivery: Draft AAR and Improvement Plan delivered within two (2) weeks of exercise conduct; final AAR delivered within five (5) days after the After‑Action Meeting. Kickoff and workup meetings: Awardee will attend a kickoff brief with customer prior to arrival. Federal Holidays. The contractor shall not be required to provide services on federal holidays unless the holiday is particularly specified otherwise in this PWS. * When a federal holiday falls on Sunday, the following Monday will be observed as a holiday by the U.S. government. When a federal holiday falls on a Saturday, the preceding Friday will be observed as a holiday. In addition to these federal holidays, if the President of the United States issues an executive order closing the federal government, that date shall also be considered a recognized federal holiday (Reference Executive Order 11582 of February 11, 1971, and 5 U.S.C. 5546 and 6103(b) and other similar statues insofar as they relate to the pay and leave of employees of the United States). Typhoon Conditions. Japan-based military installations close when Tropical Cyclone Condition of Readiness 1C (TCCOR 1C or TC-1C) is declared by Military Weather Station authorities. The Contractor will be required to depart military bases, remain indoors, and monitor radio/television to determine when the TCCOR changes to TCCOR SW (Storm Watch) or TCCOR AC (All Clear). When TCCOR All Clear (AC) or Storm Watch (SW) is declared, the Contractor shall resume services within 2 hours of the Installation Commander authorizing non-essential personnel to return to base facilities. Place of Performance. The work to be performed under this contract will be performed at: Primary: Okinawa, Japan — multi-installation venues as designated by MCIPAC (Only on Okinawa Japan). Contractor Facilities: Remote work for report drafting and virtual planning meetings as required. Technical Requirements (Description of Work / Tasks) 3.1 Evaluation Services (Mandatory) Provide five (5) SME evaluators aligned to functional areas for four (4) days of on‑site exercise conduct. The contractor must securely capture and deliver structured observations, leaving the choice of the system to the vendor. Observe player actions, decision‑making, interagency coordination, communications, and command and control. Conduct hotwashes and capture participant feedback, sign‑in sheets, and relevant exercise artifacts for AAR annexes. Produce a Draft AAR and Improvement Plan (electronic) within two weeks of conduct; present at After‑Action Meeting; deliver Final AAR within five days after the meeting. 3.2 Exercise Design Support Attend planning meetings and coordinate with Government control cell as required. 3.3 Staffing and Qualifications Provide an onsite Project Lead with authority to resolve contract performance matters.
