ISO 9001 CERTIFICATION
FOR THE NATIONAL URBAN SECURITY TECHNOLOGY
LABORATORY
1. INTRODUCTION AND OVERVIEW
The National Urban Security Technology Laboratory (NUSTL) provides key capabilities as an
element of the Science and Technology Directorate of the U.S. Department of Homeland Security.
After being a part of the Department of Energy for a number of years, in 2003 the then-
Environmental Measurements Laboratory (EML) was transferred to the newly established
Department of Homeland Security (DHS). In 2009, EML’s name was changed to NUSTL to more
accurately represent its new mission of testing, evaluation, and analysis of technologies with a
specific focus on first responder, state and local entities. The Office of National Laboratories
(ONL) oversees the management and administration of NUSTL.

SITE INFORMATION:
NUSTL has two core service offerings / work functions: Testing and Evaluation, and Research
and Development. Each service offering has multiple programs and projects with its own
procedures and processes that are followed out to execute the work.
We are seeking ISO 9001:2015 Certification for our entire laboratory and our core
service offerings.
Test and Evaluation – NUSTL conducts tests, evaluations, and operational
assessments of homeland security technologies for the national first responder
community. The NUSTL team provides a full spectrum of services for laboratories and
field testing campaigns. Work products inform the national first responder
community for technology acquisition, deployment, and sustainment.
Research and Development – NUSTL works with federal interagency partners and
first responders to identify needs and invest in impactful R&D to save lives, minimize
economic impact and enhance resiliency following a radiological/nuclear event.

2. REQUIREMENTS
NUSTL is currently ISO 9001:2015 Certified (Certification Structure: Single Site) and seeks to
maintain their ISO 9001:2015 Certification. The current certification is due to expire on August
30, 2026. The ISO 9001 re-certification requirement follows a structured three-year cycle which
includes (1) recertification audit in year 2026, (1) surveillance audit in year 2027, and (1)
surveillance audit in year 2028 for a total of three years.
The scope of certification is the provision of research and development services and testing,
evaluations, and operational assessments of security technologies for the national first responder
community.
NUSTL’s current certification expires on August 30, 2026. The vendor shall provide the
recertification audit service prior to NUSTL’s certification expiration. The recertification audit
should be conducted and completed by August 30th, 2026. The surveillance audits shall be
conducted and completed by August 30th, 2027 and August 30th, 2028 respectively.
The recertification audit shall take place during the week of August 24th through 28th
, 2026.
3. CONTRACTOR CAPABILITIES AND QUALIFICATION
The Contractor shall audit and certify NUSTL's Quality Management System (QMS) with the ISO
9001:2015 QMS Standard. The Contractor/Auditor(s) shall:
• Have experience with auditing federal laboratories, business practices and quality
management systems to ensure that all NUSTL products and services are of the highest
quality and delivered timely to its Homeland Security partners and first responder
customers;
• Have experience and demonstrate an understanding of the differences between R&D and
T&E work as separate and distinct service offerings;
• Be versed in service driven outputs and auditing practices – not solely manufactured
goods, to be considered qualified based on NUSTL’s business practices;
• Have a scientific background with nuclear safety practices preferred;
• Be able to conduct surveillance audits based on NUSTL’s current certification status and
provide detailed information on the certification transfer process;
• Provide a system that enables NUSTL to access certification documentation and status;
• Be accredited and its lead auditor shall be certified.
• Provide resume(s) of qualified auditor(s) for review.
4. INVOICING
Invoices shall be submitted to the mailbox InvoiceSAT.Consolidation@ice.dhs.gov
and copy the Contracting Officer Representative (TBD) Technical Representative (TBD) and the
Contracting Officer (TBD).
5. PERIOD OF PERFORMANCE
Total period of performance is three (3) years, aligned with the certification period,
from the time of award. The base year is for one certification cycle which includes one
recertification audit in year 2026 and two surveillance audits in year 2027 and 2028.
