PERFORMANCE WORK STATEMENT (PWS) Senior Administrative Office (SAO) Strategy, Program/Project Management, and Analytic Support Services Task Order Number 1 23 June 2026 PART 1 GENERAL INFORMATION 1. GENERAL: This is a non-personal services contract to provide Business Strategic Planning, Data Analytics, Enterprise Governance and Policy Support, Financial Management, Manpower Support, and Administrative Assistance in support of the Senior Administrative Office under the Office of the Director of Administration and Management (ODAM). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government. 1.1 Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Strategy, Program/Project Management, and Analytic Support Services as defined in this Performance Work Statement except for those items specified as government furnished property and services. The Contractor shall perform to the standards in this contract. 1.2 Background: The Senior Administrative Office (SAO) requires support providing management and oversight to the Defense-Wide organizations and accounts, including the Defense Agencies and DoD Field Activities. The Resource Management Directorate (RMD) became SAO under the Office of the Director of Administration and Management in FY2023. The strategic planning and execution of responsibilities of the Resource Management Directorate have transitioned to SAO. 1.3 Objectives: The primary objective of this task order is to support the SAO under the Office of the Director of Administration and Management (ODAM) with providing administrative, personnel, data analytics, manpower, policy, and budget support to OSD, selected Defense Agencies, and DoD personnel in the National Capital Region, and to assist the Washington Headquarters Services (a DoD Field Activity). 1.4 Scope: The Contractor shall support the mission and organizational maturation of the SAO by providing strategy, program/project management, and analytic support services. a. Applying research and analyses to build fact-based deliverables for senior leaders, including information and decision memos, briefing slides, and staff packages; -- 1 of 21 -- 2 b. Strategic planning for large federal/governmental organizations; c. Review and analyze financial and contracting practices of the federal government and the Department of Defense; d. Communicating (oral and written) objectives, outcomes, opportunities, risks, and challenges for projects or programs with mitigation approaches; e. Interpreting and visualizing enterprise business operations, manpower, and DoD budget data from authoritative systems and exhibits; f. Conducting complex data analytics and visualizations; and g. Managing complex programs and projects for the federal government while ensuring timely delivery and maintaining quality standards. 1.5 Period of Performance: The period of performance shall include a base period for six months with four (4)- twelve (12) month option periods. 1.6 General Information: 1.6.1 Quality Control: The Contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract. The QCP shall be delivered via electronic mail within 30 days of contract award. Amendments/changes to the QCP shall be delivered to the COR and KO within three business days following any change. 1.6.2 Quality Assurance: The government shall evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s). 1.6.3 Recognized Holidays: The Contractor is not required to perform service on Federal holidays: New Year’s Day Labor Day Martin Luther King Jr.’s Birthday Columbus Day President’s Day Veteran’s Day Memorial Day Thanksgiving Day Juneteenth Independence Day Christmas Day Independence Day When the Government grants administrative leave to Government employees, or is closed as a result of inclement weather, potentially hazardous conditions, or other special circumstances, Contractor personnel working at the specific facility/location granted administrative leave should coordinate with their employer to determine whether they will be granted paid time off, required to use leave or sick leave, or can perform their duties remotely (e.g., telework) from their home or alternate location. This decision should be at the discretion of the program manager and on- -- 2 of 21 -- 3 site manager, and in coordination with the Contracting Officer and/or Contracting Officer Representative (COR), to the extent that the overall performance is not adversely impacted. The Contractor shall at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the government facility is not closed for the above reasons. 1.6.4 Hours of Operation: The Contractor is responsible for conducting business, between the WHS core hours of 9:30 AM to 3:00 PM, arriving no earlier than 6:30 AM and departing no later than 6:30 PM Monday thru Friday except Federal holidays or when the Government facility is closed due to
