COMBINED SYNOPSIS/SOLICITATION AMENDMENT 1 Due Date Extended to 15 July 2025 This acquisition is being conducted in accordance with Federal Acquisition Regulation (FAR) Class Deviation 2026-O0028, 2026-O0037 (Part 19), and 2026-O0041 (Part 25) issued by the Department of War, which implements the principles of the Revolutionary FAR Overhaul (RFO). All FAR references herein are to the deviated text. This is a combined synopsis/solicitation for commodities prepared in accordance with the format in RFO Subpart 12.202(b), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and quotes are being requested. This is a competitive Request for Quote (RFQ) and the solicitation number for this requirement is FA2823-26-Q-A104. The Operational Contracting Division, Air Force Test Center at Eglin AFB, Florida, requires one (1) Quasonix QTrack Portable Antenna System and associated installation, in accordance with the Technical Requirements Document (TRD) dated 9 June 2026. This acquisition is under RFO Part 12, Acquisition of Commercial Products and Commercial Services, as supplemented. This order is a total set-aside for small business concerns. In accordance with RFO 19.201-1(c), only quotes submitted by Contractors that are currently designated as a small business will be considered for award. Any quote received from a Contractor that is not an eligible small business concern will be deemed non-responsive and will not be evaluated. The North American Industry Classification System code (NAICS) is 334220, with a size standard of 1,250 Employees. Please identify your business size in your response based upon this standard. A firm-fixed priced purchase order will be awarded. CLIN STRUCTURE: • CLIN 0001 (1 LOT): Quasonix QTrack Antenna, Tripod, and Installation (IAW TRD) PoP or Delivery Date: 7 - 9 Months ARO QUOTE SUBMISSION INSTRUCTIONS: To ensure a timely and equitable evaluation, all quotes must be organized into the following distinct sections. Failure to provide any of the requested information may result in your quote being deemed non-responsive and excluded from further evaluation. • Part 1: Administrative Information • Company Name, CAGE Code, and Unique Entity ID (UEI). • Primary Point of Contact (Name, Title, Email, Phone). • Confirmation of your business size status under NAICS 334220. • A statement confirming the quote and prices are valid for a minimum of 60 calendar days. -- 1 of 4 -- • Part 2: Technical Capability • Provide a technical description or Bill of Materials confirming that the quoted items are the exact Quasonix brand-name parts (QSX-QTQ-200-CA, QSX-AC- TRIPOD-HD) and installation services as mandated by the Technical Requirements Document (TRD) and the Brand Name Justification. Note: Unauthorized substitutions or "gray market" equipment will render the quote technically unacceptable. • Part 3: Past Performance • Provide a list of up to three (3) recent and relevant past performance references for contracts of similar scope and complexity (e.g., telemetry antenna hardware/installation). For each reference, include the Contract Number, Government Agency or Commercial Customer Name, Total Contract Value. • Part 4: Price Proposal • Provide a detailed price breakdown supporting CLIN 0001. The total quoted price must be a single Firm-Fixed-Price (FFP) figure. The total price must be strictly inclusive of all hardware, software, installation labor, travel costs, and F.O.B. Destination shipping costs to Eglin AFB, FL. FOB Destination Shipping Requested. Please provide terms of any expressed warranty being offered and any price/discount terms. There will be no advanced payments. As of the date of this solicitation, there are no applicable FASCSA orders. The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers. The Government is not responsible for any costs incurred or associated with preparation and submission of an offer in response to this solicitation. NO OFFERORS WILL BE COMPENSATED FOR SUBMITTING AN OFFER. Offerors are not required to sign and return the SF1449 or any of the amendments (as applicable). The Representations are listed in the SF 1449. Please return the representations and certifications with the quote if they are not located in your SAM profile. The Contracting Officer has determined that there is a high probability of adequate price competition for this acquisition. Upon examination of the initial offers, the Contracting Officer will review this determination and if, in the Contracting Officer’s opinion, adequate price competition exists no additional price information will be requested. However, if at any time during the evaluation the Contracting Officer determines that adequate price competition no -- 2 of 4 -- longer exists, Offerors may be required to submit information to the extent necessary to determine the price fair and reasonable. BASIS FOR AWARD: In accordance with RFO 12.203, the Government will award a contract resulting from this solicitation to the responsible quoter whose quote, conforming to the solicitation, represents the best value to the Government, price and other factors considered. In no particular order of significance, the following factors shall be used to evaluate quotes: i. TECHNICAL CAPABILITY OF THE ITEM OFFERED TO MEET THE GOVERNMENT REQUIREMENT; ii. PAST PERFORMANCE; iii. PRICE iv.
