Acquisition Services Directorate (AQD), Interior Business Center (IBC), on behalf of the
Appraisal and Valuations Services Office (AVSO).
Introduction: The Government is seeking Indian-owned Small Business Economic Enterprises
(ISBEE) and Indian-owned Economic Enterprises (IEE) that are interested in supporting this
project.
Requirement: The objective of this requirement is to procure appraisal and valuation services.
The AVSO has determined there is a need to form an independent opinion of the market value of
the fee simple estate of the defined property.

Response Requirements: Responses should be limited to four (4) pages. Respondents shall
include the following information in their submissions:
a) Name of Company
b) Company Address
c) Unique Entity Identifier (UEI)
d) Commercial and Government Entity (CAGE) Code
e) Point of Contact (include telephone number and email address)

SECTION 2: SUBJECT OF THE APPRAISAL
Property Description: The subject of the appraisal is the Allotted and/or Tribal land identified in the
addendum. No structural improvements are to be appraised under this
assignment.
Legal Description: Please refer to the Title Status Report for the legal description.
Property Rights Appraised: Fee simple estate
Outstanding Rights
and/or Reservations:
The appraisal is to consider the exceptions noted in the Title Status Report
documents.
Any recorded or unrecorded documents, conditions, agreements, easements
and/or encumbrances discovered must be identified and discussed in the
appraisal report in relation to their impact on value.
Access: The physical and legal access varies by each tract. The appraiser must verify the
subject’s access as part of the appraisal process.
Real Property Improvements: No structural improvements (if exist) are to be appraised under this assignment.
If improvements are present on inspection they should be noted and described in
the report but not valued.
Personal Property: Personal property must be disregarded for purposes of the appraisal.

Definition of Market Value: Federal regulations prescribe the definition of market value for use in negotiating
a sale of Indian trust land as:
The most probable price, as of a specified date, in cash, or in terms equivalent to
cash, or in other precisely revealed terms, for which the specified property rights
should sell after reasonable exposure in a competitive market under all
conditions requisite to a fair sale, with the buyer and seller each acting
prudently, knowledgeably, and for self-interest, and assuming that neither is
