1 PERFORMANCE WORK STATEMENT Real Estate Appraisal Support Real Estate Division US Army Corps of Engineers, Honolulu District Fort Shafter, Hawaii 11 June 2026 PART 1 GENERAL INFORMATION 1. GENERAL: This is a non-personal services contract to provide Real Estate Appraisal Support. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. 1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Professional and Technical Support as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract and the approved Statement of Work. 1.2 Background: Organization. The mission of the U.S. Army Corps of Engineers (USACE), Honolulu District (POH) is to provide a full spectrum of planning, project management engineering, design, contracting, construction, real estate and other support services throughout the Pacific region. POH is located primarily at Fort Shafter, Hawaii. The Real Estate Division provides its customers with Real Estate services relating to acquisition, management and disposal, and other real estate related work such as title search and appraisal services. Our workforce is comprised of Government workers who are highly trained and interwoven into our customers daily work activities. 1.3 Objectives: The Contractor shall provide professional, administrative, or technical services in support of each member’s initiatives and assigned missions. The work effort is to provide the support required to achieve the desired degree of responsiveness essential to accommodate workload demands. 1.4 Scope: Specific work shall include, but not be limited to the following: REAL ESTATE APPRAISER. The scope of this contract is to provide professional and technical real estate appraisal services on an as-needed basis to support the missions of the USACE, POH. The Contractor shall provide all necessary labor, materials, and expertise to prepare appraisal reports that are compliant with all applicable federal standards, laws, and regulations. Services will include, but are not limited to, the valuation of various property types and real property interests for acquisition, disposal, and leasing actions by the Government. 1.4.1 Special Appraisal Instructions: As part of any appraisal assignment, the appraiser must adhere to the following: • The appraiser must review and conform to the directions presented in the most current version of USACE Engineering Regulation (ER) 405-1-12 Real Property Acquisition (https://www.publications.usace.army.mil/USACE-Publications/Engineer-Regulations/). -- 1 of 16 -- 2 1.4.2 Skills Required: All work performed under this scope must be executed by an appraiser who holds a valid and current State Certified General Real Property Appraiser certificate for the state, territory, or commonwealth in which the subject property is located. This is a mandatory qualification. 1.4.3 Period of Performance: The scope of this agreement is limited to a period of performance of one (1) year beginning on the date of award. The total cost of all individual orders placed against this agreement shall not exceed $350,000.00 within this period. 1.5 General Information 1.5.1 The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which the contractor assures the work complies with the requirement of the contract. 1.5.2 Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s). 1.5.3 Recognized Holidays: The contractor is not required to perform services on holidays. New Year’s Day Labor Day Martin Luther King Jr. Day Columbus Day President’s Day Veteran’s Day Memorial Day Thanksgiving Day Junteenth Independence Day Christmas Day Independence Day 1.5.4 Hours of Operation: The appraiser will conduct business to ensure meeting the required suspense date in the SOW and based on his proposal. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Government will notify the Contractor 24 hours in advance of any administrative closings, or similar Government directed facility closings. If the Government fails to provide 24 hour advance notification, the Contractor can request compensation up to one (1) base hour. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential. 1.5.5 Place of Performance: Place of Performance: The work shall be performed primarily at the Contractor's own place of business. While the majority of appraisal services will be for properties located on the island of Oahu, services will also be required for properties in other geographical locations.
