This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number 140R4026Q0101 is issued as a request for quotation (RFQ), for the River Eyes Monitoring services. This acquisition is being solicited as unrestricted. This solicitation incorporates provisions and clauses by reference. The U.S. Bureau of Reclamation, Upper Colorado Region, Albuquerque Area Office (New Mexico) has a requirement to acquire contractor services to provide, up to daily, monitoring of the river conditions. The monitoring and reporting are used to support river managers in their operations, especially when there is the potential for river intermittency, generally from April to October. (See Attachment 1- Performance Work Statement (PWS) for more information). (iv) Date(s) and place(s) of delivery and acceptance and f.o.b. point (see part 47). Monitoring may occur between Cochiti Dam and Elephant Butte Reservoir in the Cochiti, Angostura, Isleta, and San Acacia reaches when gauged flows indicate that river drying is imminent or has already occurred. Volume one: The Offeror shall submit all technical information based on the attached Performance Work Statement and Proposal submission requirements. Volume two: Offeror shall submit all pricing in accordance with the supplies/services pricing schedule. The offeror shall submit the Pricing Schedule with its proposed fully burdened labor rate for each contract line category (including the 6-Month option). The Offeror is hereby notified that even though additional data to support proposed prices are not initially requested in this solicitation, the Contracting Officer reserves the right to request support for the direct rates, labor burden, profit, overhead, and any other factor and costs included in the rate if they are later found necessary. ADDENDUM TO FAR 52.212-01 Instructions to Offerors – Commercial Items The contractor shall provide the following as a technical package: FACTOR 1: Technical Capability Provide a narrative that addresses the following: a. Planned technical approach to accomplish river monitoring tasks b. Demonstrated experience and technical expertise in river monitoring work comparable in size, magnitude, complexity, and climate to the PWS. c. Experience and knowledge of the project area’s biology, geology, and hydrology to demonstrate creativity, flexibility, effectiveness, and efficiency in developing the deliverables. d. Applied knowledge in Federal, state, local, tribal, and private property access policies and regulations. e.
