COMBINED SYNOPSIS / SOLICITATION (COMPETITIVE) Title: Role of Glucagon-like Peptide-1 (GLP-1) receptor agonists versus DPP-4 inhibitors for alcohol and substance use disorders in improving HIV-related outcomes and providing health benefits in people living with HIV (i) This is a combined synopsis/solicitation for commercial items. This announcement constitutes the only solicitation; a written solicitation will not be issued. (ii) The solicitation number is 75N95026R0007 . This solicitation is issued as a request for proposal (RFP). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2026-01. (iv) This requirement is full and open with no set-aside restrictions. The associated NAICS Code is 541690 Other Scientific and Technical Consulting Services and the small business size standard is $19.0M. (v) The Government anticipates award of a firm fixed-price purchase order for the services acquired under this acquisition, and the anticipated period of performance is August 7, 2026 through August 6, 2027 with three (3) twelve-month option periods. (vi) Description of Requirement: The objective of the proposed project is to examine GLP-1RAs and their potential health benefits for PLWH, in addition to alcohol and substance use disorders outcomes. Using electronic health record data from the Department of Veterans Affairs (VA), the largest integrated healthcare system in the US, we will investigate the association between GLP-1RAs (prescribed for any indication) and HIV- and ASUD-related outcomes in adults. Individuals exposed to GLP-1RAs will be propensity-score matched to up to five unexposed individuals. Multivariable linear regression models will estimate changes in HIV- and ASUD-related outcomes before and after exposure. (ix) The provision at RFO 52.212-2, Evaluation—Commercial Products and Commercial Services, applies to this acquisition. (a) Evaluation Factors. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government , price and other factors considered. The following factors will be used to evaluate offers: Technical capability Price Past performance Evaluation factors other than price when combined are significantly more important than price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s). (c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (x) The clause at RFO 52.212-4, Contract Terms and Conditions – Commercial Products and Commercial Services, applies to this acquisition. (xi) System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in this solicitation. Contracting officers will rely on representations from offers based on provisions in the solicitation. Entities are not required to, nor are they able to update their entity registration to remove these representations in SAM. (xii) No additional contract requirement(s) or terms and conditions have been determined by the contracting officer to be necessary for this acquisition and consistent with customer commercial practices. (xiii) The Defense Priorities and Allocations System (DPAS) is not applicable. (xiv) Submission Requirements: Responses to this solicitation must include clear and convincing evidence of the offeror’s capability of fulfilling the requirement as it relates to the technical evaluation criteria. The price proposal must include the labor categories, an estimate of the number of hours required for each labor category, fully loaded fixed hourly rate or each labor category, breakdown and rationale for other direct costs or materials, and the total amount.
