The Tennessee Army National Guard (TNARNG) Purchasing and Contracting Office for United States Property and Fiscal Office (USPFO) TN located at 3041 Sidco Drive, Nashville, TN 37204 is issuing an RFQ for commercial single award contract in accordance with (IAW) the format in Federal Acquisition Regulations (FAR) subpart 12 as supplemented with additional information included in this notice. The North American Industry Classification System (NAICS) code for this requirement is 334519- Other Measuring and Controlling Device Manufacturing. This documentation incorporates provisions and clauses that are in effect through the Federal Acquisition Circular (FAC) 2026-01 effective date 03/13/2026. The Government intends to award a single Firm Fixed Price contract. This solicitation is total Small Business Set-aside. Quotes are due in this office no later than Wednesday, 03 June 2026 at 10:00 AM Central Daylight Time. Vendors must submit quotes on time. SUBMISSION OF QUOTE REQUIREMENTS: • To be eligible for contract award, vendors must submit quotes on time. • A firm must be registered with the System for Award Management (SAM) database. Shipment: FOB: Destination -- 1 of 16 -- SOLICITATION W912L726Q1405 Spectroscopic Personal Radiation Detector (SPRD) Shipping Information: TN Army National Guard BLDG 551 Volunteer Training Site, Smyrna TN 37167 Requirement: Supply Description: Spectroscopic Personal Radiation Detector (SPRD) Quantity: 4 Each SALIENT CHARACTERISTICS: The SPRD must have the following: - Must have the capability to detect both gamma and neutron radiation and can identify the specific radionuclide. - Must have options for either a Cesium Iodide (CsI) detector for high sensitivity or a Lanthanum Bromide (LaBr) detector for high resolution (≤3.5%) - Must be pager size handheld device that can be worn by operators for continuous monitoring. - Must be built to survive tough missions, with an IP67 rating for use in harsh environments and compliance with MIL-STD 810G for salt/fog. - Must have a battery life of over 30 hours with a hot-swappable function, allowing for continuous operation without powering down. - Features a familiar three-button control, allowing for one-handed operation. - Must have sunlight readable color display, even through polarized lenses, ensuring data is clearly visible in all environments. - Must have built-in Bluetooth, Wi-Fi, and GPS enable remote data viewing and integration with user-deployed networks like the Android Team Awareness Kit (ATAK). The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to -- 2 of 16 -- SOLICITATION W912L726Q1405 Spectroscopic Personal Radiation Detector (SPRD) the Government, price and other factors considered. The following factors will be used to evaluate offers: (i) Technical – To be considered for award process, vendor must submit offer on time. The following sub-factors are considered in this buy: (1) Quote must meet or exceed the salient characteristics specified in this solicitation. Include descriptive literature or a clear reference to furnished descriptive data or other pertinent information available such as brand name and model number to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the vendor’s response. (2) Quote must contain delivery information to include lead time and any other relevant information. (3) Quote must contain warranty information. (4) FOB: Destination (5) Compliant with DFARS clause 252.225-7001; Buy American and Balance of Payments Program—Basic (ii) Price- All charges must be inclusive including shipping if any. (iii) Past Performance. Within 3 years Past performances. The Government will use FAPIIS/CPARS for Past Performance evaluation(s). No Past Performance for a contractor will be judged as neutral. (b) Options (Not Applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s). (c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
