This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued. Solicitation number FA558726Q0025 is issued as a Request for Quotation (RFQ), for Parts Washers, their installation and maintenance services. This acquisition is not set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. This solicitation will result in the award of one or multiple Blanket Purchase Agreements (BPAs) in accordance with full and open competition. If multiple BPAs are awarded, call orders issued under these BPAs will be competed among the awardees to ensure fair opportunity and best value. Quoters must propose a single Firm-Fixed-Price (FFP) for each item listed in Attachment 2 – Pricing Schedule. The proposed prices will form a catalog for future FFP Call Orders. The period of performance for this requirement is as follows: 5 Year Ordering Period 01 July 2026 – 30 June 2031 A. General Information -- 1 of 55 -- Description: The Contractor must provide non-personal services, to include all personnel, equipment, tools, supervision, and other items and services necessary to ensure that comprehensive Parts Washer installation and services support is performed at Royal Air Force (RAF) Lakenheath and RAF Mildenhall. The objective is to provide the necessary parts washer(s) for each requiring maintenance squadron and the related services for each in accordance with the minimum performance standards and specifications established in the attached Performance Work Statement (PWS). Individual call orders will provide specific details, such as further necessary parts washer specifications and details on the service required as well as quantities, but must adhere to the core standards of the PWS. This is not a brand-name specific requirement. All proposed equipment must be evaluated on its ability to meet the performance specifications outlined in each call order. BPA Value and Ordering Period Total BPA Value: The total aggregate value of all call orders placed against all BPAs awarded from this solicitation must not exceed $2,500,000.00. This is the maximum cumulative value for the life of the BPA. The Government is not obligated to order the full amount. Ordering Period: The ordering period for this BPA must be five (5) years, from 01 July 2026 through 30 June 2031. Call Order Limitations Maximum Call Order Limitation: No single call order placed against this BPA must exceed $350,000. Any requirement anticipated to exceed this amount must be procured via a separate contracting action. Minimum Call Order Limitation: The minimum value for a single call order under this BPA is $100.00. Authorized Ordering Activities and Personnel Centralized Authority for Routine Orders The only Government officials authorized to issue, modify, or sign routine Call Orders against this BPA is a warranted Contracting Officer (CO) from the 48th Contracting Squadron and 48 CONS Authorized Callers. Unauthorized Commitments Contractors are advised that only a warranted Contracting Officer can obligate Government funds for routine requirements, and only a designated Authorized Caller can obligate funds for emergency services within their specified limits. Any direction received from any other Government personnel is not authorized. Work performed as a result of such unauthorized direction may be considered a voluntary effort for which the contractor may not be reimbursed. Call Order Competition The Government will provide both BPA holders an opportunity to be considered for each call order. The pricing established in the BPA Pricing Schedule (Attachment 2) represents the maximum price the Government will pay per line item. The competition at the call order level is designed to obtain additional price reductions. Request for Discounted Pricing When a requirement is identified, the Contracting Officer (CO) or an Authorized Caller will provide the specific requirement details to both BPA holders. The request will ask each holder to provide a firm-fixed-price quote for that specific order, with the expectation that discounts may be offered based on the order's volume, scope, or other factors. Quoted prices for any line item must not exceed the price established in the BPA Price List. Placement of Orders After receiving quotes, the call order will be placed with the BPA holder who provides the lowest total price for that specific requirement, thereby representing the most advantageous value to the Government. B. Requirement Information -- 2 of 55 -- No Guarantee of Work The award of a BPA does not obligate the Government to place any orders or guarantee any minimum revenue.
