B ACKGROUND 1. 48 CMS Shop: The Propulsion Flight is the Combat Air Forces largest Pratt & Whitney F100 Centralized Repair Facility. During the process of overhauling engines, it is required to thoroughly clean engine components prior to inspection or repair. By utilizing a contracted service for a part washing machine and solution, it ensures the ability to clean parts at any given time, therefore enhancing engine production. The Flight is also standing up a new section in Building 1335, in addition to building 1225, that will require the Parts Washer and Servicing contract. 2. 48 EMS Wheel & Tire Shop: The 48 EMS Wheel & Tire shop supports F-15E and F-35A aircraft that provide worldwide responsive combat airpower and support. Servicing the Wheel & Tire equipment allows the proper maintenance to be accomplished to provide the Fighter Generation Squadrons with quality products 3. 48 AGE: Primarily, we use the parts washer for our aircraft support equipment’s wheel bearings. Most aircraft support equipment moves on wheels, AGE disassembles them, wash the bearings in the machine and then reassemble them for service. The Age mission to support aircraft is a never-ending task and a contract in needed to reflect that by providing flexible support. 4. 48 MUNS Armament Shop: Armament is responsible for maintaining and conducting periodic schedule inspections (18 months, 36 months, 54 months., 72 months, etc.), malfunctions and troubleshooting on Alternate Mission Equipment (AME), 20MM Gun and Ammunition Feed Systems for the F-15E Strike Eagle along with Universal Ammunition Loading Systems (UALS) in support of 48 Munitions Squadron and Flightline operations. The Ultrasonic parts washer is used to clean grime, grease, compositions and other chemicals off various parts associated with the 20MM Gun System and UALS. The Ultrasonic parts washer allows for a more efficient and timelier clean in-lieu of members having to meticulously clean each item by hand. Furthermore, it allows technicians to continue other maintenance tasks, and inspections while the automated cleaning process is in works. Having the machine decreases man hours for completing inspections, prevents additional manning from having to be dedicated to gun system and UALS inspections and maintenance and allows for more equipment to be successful maintained in support of F-15E’s between 2 Fighter Generation Squadrons. 5. 100 MXS: 100 MXS Airmen and Civilians perform in-garrison or expeditionary organizational and intermediate aircraft and equipment maintenance. This contract is vital for the upkeep and servicing of our parts washers, ensuring the smooth continuation of our current overhaul procedures. Both the 100th Air Refueling Wing and the 352nd Special Operations Wing heavily rely on these services to support the daily flying operations. Presently, these services play a crucial role in the repair and overhaul of over 400 assets each year, resulting in approximately 1,000 saved man-hours annually. Without access to these services, both Wings would face significant setbacks, leading to slower turnaround times for these assets and ultimately creating a backlog that directly impacts our daily flying operations in a detrimental manner. -- 2 of 12 -- Page 3 of 12 6. 48 MUNS MSEM Shop: Inspects, maintains, and services assigned non-powered MMHE. They maintain the chassis portion of the ammunition loading assembly (ALA), ammunition loading system (ALS), linkless ammunition loading system (LALS), UALS, or F-35 Bulk Loader as well as the MHU- 141, MHU-110, and MHU-226 which are used to deliver munitions for training and alert sorties. The Finnsonic Parts Washer is used to clean grime, grease, compositions and other chemicals off various parts of the chassis and trailers. This allows for a more efficient and timelier clean in-lieu of members having to clean by hand. Having this machine ensures quick turnaround times for these assets enabling daily flying operations. 1.2. SCOPE The Contractor shall provide non-personal services, to include all personnel, equipment, tools, supervision, and other items and services necessary to ensure that the supply and servicing of parts washers, and all necessary equipment including USAF approved chemical cleaning solutions, and are performed at the buildings designated by the 48 CMS Shop, 48 EMS Wheel and Tire Shop, 48 AGE, 48 MUNS Armament Shop, and 48 MUNS MSEM Shop located on RAF Lakenheath and the 100 MXS located on RAF Mildenhall. Services will be conducted in a manner that results in timely, efficient, clean and fully operational parts. The Contractor shall perform services in adherence to the requirements of this Performance Work Statement (PWS). The Contracting Officer (CO) and Contracting Officer Representative (COR) will evaluate Contractor performance based on the results required by the Services Summary (SS) and not the frequency or method of performance. It is at the Contractor’s discretion to determine the appropriate frequencies to attain the required level of service unless otherwise stated in this PWS. The Contractor shall comply with applicable federal, regional, and local laws and commercial standards. 1. Non-Personal Services. This requirement is a non-personal services contract, defined by Federal Acquisition Regulation (FAR) as a “contract under which the personnel rendering the services are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees.” 2. The Government will not supervise or otherwise direct Contractor employees. The Contractor shall not supervise or otherwise direct Government employees, nor shall the Contractor supervise employees of other Contractors outside the Contractors’ own sub…
