GA.
General Information
1.0 Scope of Work
The United States National Poultry Research Center (USNPRC) is seeking a contractor with extensive knowledge and
expertise with design and facilities operations within animal agricultural research laboratories. USNPRC is designed to
contain Bio-Safety Level (BSL) -2, BSL-3, ABSL-3, and BSL-3Ag animal agricultural research. Companies associated with
services for the facility shall fully understand the construction types and maintenance methods associated with these
facilities.
The United States Department of Agriculture (USDA) requires removal of the walk-in cooler located in B1, SB36 at 950
College Station Road, Athens, GA. The contractor shall furnish all labor, supervision, materials, tools, equipment, and
services necessary to remove the entirety of the walk-in cooler and build a dividing wall between the two rooms. The
contractor will do so in accordance with project requirements, drawings, and applicable codes.
All work shall be performed in occupied, operational facilities and coordinated with USDA personnel to minimize
disruption.
Work includes, but is not limited to, demolition, fabrication, installation, coordination, and cleanup activities necessary
to complete the scope described herein.
Base Bid
The contractor shall provide a detailed proposal and cost breakdown for the entire project as specified in this statement
of work.
Site Visit
Contractors are encouraged to visit the site and be escorted by a government representative to confirm locations,
dimensions, and conditions of the project before a bid is submitted. The site visit shall be for the purpose of observing
firsthand any conditions relevant to the completion of this project. No consideration will be given to claims based on
lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in
cost or extension due to existing conditions not readily foreseeable.
SAM Registered
Contractor must be registered in System for Award Management, (SAM), prior to submitting a bid.
Schedule
Regular work hours for the site are 7:00 am to 4:00 pm, Monday through Friday, excluding Government holidays, unless
otherwise approved by USDA.
Period of Performance
The completion of this project shall not exceed 45 days from date of notice to proceed. A request for time extension
must be submitted to the Contracting Specialist in writing. Each request must include specific and detailed reasons in
support of the schedule alteration.

The contractor is hereby advised that Government personnel observe the following eleven (11) holidays:

In addition to the days designated as holidays, the government may observe the following days, any other days
designated by Federal Statute; any other days designated by Executive Order; and any other days designated by the
President's Proclamation. This includes Inauguration Day (Washington, D.C. metropolitan area only). Observance of
such days by government personnel shall not be a reason for an additional period of performance, or entitlement of
compensation. In the event of the contractor's personnel work during the holiday, no form of holiday or other premium
compensation will be reimbursed either as a direct or indirect cost.
2.0 Background
The objective is to award a contract to replace the bad bearings in the large whole building exhaust fan located in the
pilot mechanical penthouse. The period of performance for this project will be 6 months.
The contractor shall be an expert in general construction.
Contractor Requirements
The contractor shall provide a complete and functional installation, including all labor, supervision, tools, materials,
equipment, apparatus, transportation, rigging and other equipment and services necessary to accomplish the work in
accordance with the intent and meaning of this statement of work.
The project work shall be performed per the following guidelines:
1) Contractor will verify all dimensions and existing site conditions prior to beginning work.
2) The contractor shall always be responsible for protecting his work and ensuring the safety of his crew and ARS
employees.
3) Contractor shall remove and dispose of all construction related materials from all work areas daily and remove
these waste materials from the site on a weekly basis.
4) Contractor is required to manage the project and consult with the Government prior to beginning all work
phases.
5) Contractor shall perform work in a manner that minimizes the impact to daily operations of the facility and its
workers. The building will be occupied during construction work.
6) Contractor will provide daily reports of work performed to the COR and weekly status updates to the TPOC.
7) Contractor must have a superintendent on the jobsite when crews are performing the installation work.
8) All Contractor personnel will be required to show a valid Federal or State ID to enter the property.
9) Contractor will abide by all USDA Biosecurity protocols relevant to this project.
The contractor’s work must meet ARS 242.1M P&P titled “ARS Facilities Design Standards” found at
https://www.afm.ars.usda.gov/ppweb/pdf/242-01m.pdf and shall adhere to all applicable federal, state, and local code
requirements as well as current industry standards, (i.e.: UBC, NFPA, UL, ACI, ANSI, FCC, ASTM, NEC, NEMA, etc.) and
health and safety codes, in effect at the time of award, or as determined by the authority having jurisdiction.
