PERFORMANCE WORK STATEMENT (PWS) FOR REPAIR Windows VDYD262006 SCOTT AIR FORCE BASE, ILLINOIS 5 June 2026 1. REQUIREMENT: a. BACKGROUND: The 126th Air Refueling Wing (126ARW) has identified numerous exterior windows across multiple facilities with failing weather-stripping and perimeter caulking. The degradation of these seals has resulted in reduced energy efficiency and potential for moisture intrusion. b. OBJECTIVES: The objective of this project is to perform repairs on the windows identified in this PWS to restore their weather-resistant integrity and extend their service life. c. PROJECT LOCATION: All work will be at the 126 th Air Refueling Wing, Scott AFB, Illinois. 2. PROJECT ADMINISTRATION: a. SITE VISIT: Contractor is responsible for verifying all measurements and conditions pre- bid. The Government intends to only hold one official site visit. Requests for additional site access must go through the 126th Contracting Squadron (126 CONS) point of contact (POC) listed in the Request for Proposal (RFP) letter. Any additional site access will be made available to all Contractors solicited for this project. b. MEETINGS i. Kick-Off Meeting/Project Schedule – Kick-off meeting to occur within one week of NTP. Overall project schedule with milestone markers and 2-week look-ahead to be completed at kick-off meeting. ii. Contractor shall coordinate with the 126th Contracting Squadron (126 CONS) on bi- weekly meetings once the construction phase begins. This meeting shall include the review of an updated 2-week look ahead schedule. Contractor shall provide meeting minutes within 24 hours of each meeting and allow the Government up to 24 hours to accept or request changes to the minutes. -- 1 of 11 -- 3. PROJECT SCOPE: a. The contractor shall address the known issues identified in this scope. To the maximum extent possible, contractors should identify defects or discrepancies not noted below by submitting a Request for Information (RFI) prior to bid submission. b. Site Map: c. Description: The contractor shall remove all existing 1 ¾” weather-stripping from the perimeter of the glass on all specified Kawneer brand casement style windows (active and fixed units). The surface shall be cleaned, and new weather-stripping that meets or exceeds the original performance qualities shall be installed. -- 2 of 11 -- ii. Installation Note: Installers will cut the weather-strip on a 45-degree angle at all corners and ensure a tight fit to prevent water infiltration. iii. Task 2: Replace ½” Weather-Stripping i. Description: The contractor shall remove all existing ½” weather-stripping from the perimeter of the glass on all windows in the specified buildings. The surface shall be cleaned, and new weather stripping shall be installed following the same quality and installation guidelines as Task 1. ii. Task 3: Repair Perimeter Caulking i. Description: At various areas that show separation between the masonry surface and the aluminum perimeter of the window unit, the contractor shall remove the old, failed caulking. The contractor shall then install appropriately sized backer rod and apply new Tremco Butyl caulking (or approved equal), color “Dark Bronze” to match existing. The joint shall be tooled to ensure a proper seal. g. Any damage to building property caused by contractor negligence shall be repaired at the contractor's expense. Pre-existing damage must be documented and reported to the COR prior to starting work on that unit. 4. DELIVERABLES: Contractor shall provide all material submittals to the contracting office for review using the Air Force Form 3000 (AF3000). 5. SCHEDULE: a. Performance period: The period of performance (PoP) for this project shall be proposed by the contractor and negotiated with the government from the date that Notice to Proceed (NTP) is issued. All work must be scheduled to be complete within this timeframe. Any modifications or extensions must be requested through the 126th Civil Engineer Squadron (126 CES) and the Contracting Officer for review and discussion. Contractor must provide construction milestones to 126 CES and the Contracting Officer. b.
