1. SCOPE:
1.1 General: The work covered by this contract consists of, but is not limited to, the furnishing
of all plant, labor, services, tools, materials, equipment, transportation, supervision and all
miscellaneous requirements needed to perform all operations in conjunction with the effort to
accomplish the Scope of Work below. All work shall be done in conformance with
applicable sections of the attached Environmental Protection Specification, the project
specifications, the proposed layout plan drawing, record drawing sheets, Federal, State and
Miami-Dade Department of Environmental Management (DERM) codes and regulations,
OSHA and the USACE Army Corp of Engineers Safety Manual EM 385-1-1 requirements.
The term, Contractor, shall be interpreted to mean the prime contractor and all its
subcontractors. The term, Contracting Officer, shall mean the Contracting Officer and/or
designated representatives. The prime contractor shall maintain project management and site
supervise 100% of sub-contractor work. There shall be at least one English speaking
supervisor at the work site while work is being performed.
1.2 Description of Work: Work to be performed: 1) The project is a design-build contract. The
Contractor shall provide type A and B services to prepare and complete construction
documents consisting of contract drawings, technical MS Word specifications edited from
UFGS guide specifications issued on 4/19/06 or latest, design analysis at HOMESTEAD
ARB, FLORIDA. 2) The Contractor shall provide all labor, materials, and equipment to
install, construct, and complete the work planned in accordance with sections 2 and 3 of this
Statement of Work. The project will include clearing, and grubbing of the site, filling,
regrading to provide proper drainage to build up a 2.5” thick approx. 9,200 SY asphalt
cement pavement area for the expanded RV Parking Lot. Project also includes, storm
drainage, site improvements and landscaping.
1.2.1 SOW for Design
The contractor design shall incorporate all necessary surveys, geotechnical studies,
calculations, demolition, alterations, repairs, new installations, tests and certifications
required to perform:
1.2.1.1 The Government will remove all equipment prior to the Contractor beginning
construction work on the project. The Contractor shall exercise extreme caution to
protect any existing in-ground utilities (i.e., monitoring wells, manholes, handholes, etc.)
The Contractor will be required to elevate these as necessary to the new finish surface
pavement elevation. However, we have no reason to believe that any of these are in this
area.

1.2.1.2 Photo:

1.2.1.3 Civil/Architectural Area #1 & Area #2:
1.2.1.3.1 This project shall comply with National Pollutant Discharge Elimination System
(NPDES) for regulated construction sites (1-acre or more) in the State of Florida.
Provide the Name and signature of a storm water professional that is authorized to
sign a storm water plan for a NPDES to prepare the Plan and oversee the
implementation of the Plan. This includes the opening and closing of all permits and
all related reporting activities.
1.2.1.3.2 Provide site, topographic, utility, landscape and soil surveys. Furnish all labor,
materials, equipment, services and data necessary in preparing the survey IAW the
specifications and beyond the limits of the area indicated on the sketch in order to
ensure proper stormwater management design. The survey drawings shall have the

Engineer official seal and certification that all information indicated on the drawings
was obtained or verified by actual in field measurements.
1.2.1.3.3 Soil Survey: Provide geotechnical soil investigation of surface and subsurface, to
determine earthwork handling techniques such as benching, compaction and erosion.
Selection of pavement types and cross sections. Selection of soil amendments. (See
UFC3-220-01).
1.2.1.3.4 Subsurface Exploration: Conduct subsurface explorations to test each type of soil
present.
1.2.1.3.5 Repair and upgrade unpaved areas of RV parking lot. Remove sod/topsoil & replace
sections of base course as indicated in the geotechnical report.
1.2.1.3.6 Install drainage system as required for proper drainage for a parking area of this size
to prevent ponding or flooding.
1.2.1.3.7 Add good quality base course re-shape, re-grade, re-slope and compact base materials
as required. IAW Geotechnical reports developed in section 1.2.1.3.3 & 1.2.1.3.4
above.
1.2.1.3.8 Construct 2.5” thick section of Asphalt Cement pavement.
1.2.1.3.9 Clean up and re-stripe areas as indicated in your design and coordinated user
requirement.
1.2.1.4 Civil/Architectural Area #3: 17,728SF
1.2.1.4.1 Provide complete design package for Area #3 as required in section 1.2.1 above.
The contractor shall provide 35%, 65%, 95%, 100% and final design. Period of performance for
the 35%, 65% and 95% design phase shall be 15 calendar days each after the contractor receives
comments from the government. The contractor shall provide the final design to the government
within 14 calendar days of receiving the government’s comments. The contractor shall submit
five hard copies of the document and CD in AutoCAD 2018 or more recent for each Phase of
design.
The contractor shall provide at minimum architectural, civil, structural, drawings and
calculations. Architectural drawings shall be designed, signed and sealed by a licensed Architect.
Civil, structural, drawings/calculations shall be designed, signed and sealed by a Florida State
license professional engineer.
