STATEMENT OF WORK (SOW)
1.0 GENERAL PROJECT DESCRIPTION
This Statement of Work (SOW) defines the requirements for the contractor to repair the concrete
foundation slab of the BAK-12 Aircraft Arresting System (AAS) and replaces all eight (8) of its
critical foundation anchor bolts.
All work under this contract shall be performed at the following location:
Location: Fresno Air National Guard Station, 5323 E. McKinley Ave., Fresno, CA
93727.
Specific Site: Runway Arresting System (BAK-12) pits/slabs, as coordinated and
designated by the Base Civil Engineer (BCE) and Airfield Management.
All work must be executed in accordance with Air National Guard Engineering Technical
Services (ANGETS), Air National Guard Engineering Technical Letters (ANGETL), Air Force
Manual (AFMAN) 32-1040, and the Department of Defense Unified Facilities Criteria (UFC).
2.0 APPLICABLE GOVERNING STANDARDS

3.0 SCOPE AND ORDER OF WORK
The Contractor shall furnish all labor, materials, equipment, and engineering services required to
complete the concrete slab repair and anchor bolt replacement in the following sequential order:
Step 1: Saw Cutting the Bottom Slab
1. Marking and Layout: The Contractor shall precisely locate the existing eight (8) anchor
bolts on the BAK-12 bottom slab.
2. Perimeter Saw Cutting: The Contractor shall perform full-depth perimeter saw cuts
forming an 8-foot by 4-foot (8'x4') rectangular boundary centered directly over the
existing anchor bolt configuration to completely envelop all eight existing anchor bolts.
3. Execution Requirements: Saw cuts must be perfectly straight and vertical. Overcutting
at corners shall be minimized by auguring a four (4”) inch minimum diameter cylinder
the full depth of the existing concrete to prevent propagation cracks in the remaining
airfield pavement, complying with ACI standards for pavement repair. Water runoff from
the wet-sawing operation must be vacuumed immediately to prevent contamination of the
surrounding airfield joint seals, or active pavement.
Step 2: Excavation and Base Removal
1. Demolition: The Contractor shall break and remove the existing concrete within the 8'x4'
saw-cut perimeter using lightweight handheld jackhammers (not exceeding 40 lbs unless
approved by the Base Civil Engineer) to prevent damage to the surrounding structural
slab.
2. Excavation Depth: The Contractor shall excavate and remove all concrete debris,
underlying aggregate base, and subgrade material to a minimum depth of 2.0 feet (24
inches) below the existing bottom slab's base elevation.
3. Subgrade Preparation: The excavated bottom must be leveled, hand-tamped, and
verified for stability. Any soft spots or unsuitable soil must be excavated and replaced
with approved compacted crushed aggregate base (CAB) meeting UFC 3-260-01
requirements.
Step 3: Drilling and Installing Anchor Dowels
1. Hole Alignment and Layout: The Contractor shall drill dowel holes horizontally into
the vertical faces of the remaining existing concrete base. The drilling pattern must be
designed to align precisely with the spacing of the existing structural rebar cage.

2. Drilling Specifications: Holes shall be drilled using rotary hammer drills. The depth and
diameter of the holes must conform to the epoxy manufacturer's requirements for
structural load transfer (typically a minimum embedment depth of 10xd, where d is the
dowel diameter).
3. Adhesive Doweling: Clean the drilled holes thoroughly using wire brushes and
compressed air to remove all dust, laitance, and standing water. Install steel dowels using
an approved, high-strength structural epoxy adhesive conforming to ASTM C881 (Type
IV, Grade 3, Class B/C).
Step 4: Rebar Cage Fabrication
1. Material Standards: Rebar must be deformed steel bars conforming to ASTM A615,
Grade 60.
2. Cage Fabrication: The Contractor shall construct a new steel reinforcing cage utilizing
#5 rebar. The reinforcement design, spacing, and grid pattern must match the existing
structural reinforcing pattern as detailed in USAF Standard Drawing 67F2013A.
3. Installation and Clearances: The cage must be securely tied with 16-gauge tie wire and
placed on approved concrete support chairs to ensure a minimum concrete cover of 3
inches from the bottom of the excavation and 2 inches from the saw-cut side walls. Tie
the new cage securely to the structural dowels installed in Step 3.
Step 5: Setting Eight (8) New BAK-12 Anchor Bolts
