The government will provide to the contractor the applicable policies and procedures related to installation access and security. 1.2 Task Orders 1.2.1 This contract includes and comprises all materials, labor, equipment, transportation, management, and incidentals required for the contractor to implement and execute individual task orders. 1.2.2 Within 30 days after the contract is awarded, the contractor shall be completely operational and capable of performing the full range of work required to implement and execute individual task orders. 1.2.3 The Government will provide the contractor with the documents and data necessary for the contractor to fully implement and execute individual task orders. 1.3 Contract Administration 1.3.1 Official communication from the Government to the contractor will originate from the 509th Contracting Squadron (509 CONS). Official communication from the contractor to the Government will be directed to 509 CONS. 1.3.2 Other than email, all Government and contractor documents necessary for task order implementation shall be in .pdf format, unless otherwise specified. 1.3.3 509 CONS will appoint a designated Contracting Officer (CO), who has full and binding authority, for each individual task order. The 509th Civil Engineer Squadron (509 CES) will assign a Project Manager (PM) and Construction Inspector (CI) to facilitate task order execution and conduct quality assurance activities. 1.3.4 The CO, PM, and CI have the authority to issue an immediate stop-work notice if the Government determines that the contractor’s site conditions, or construction activities are unsafe. The CO has the authority to issue a resume-work notice. -- 3 of 10 -- Page 4 of 10 CUI CUI 2.0 Contractor Responsibilities 2.1 Installation and Airfield Access 2.1.1 The contractor shall adhere to the policies and procedures outlined in the following documents, which are included as Attachments 1 and 2: • Whiteman Air Force Base – Security Procedures for Construction Contracts • Air Force Instruction 13-213, AIRFIELD DRIVING (4 February 2020), including WHITEMAN AIR FORCE BASE Supplement (16 August 2023) 2.1.2 To drive on the airfield, all vehicles must have a temporary or annual POV pass, and all drivers must possess a valid AF Form 483, Certificate of Competency. 2.1.3 The contractor shall provide adequate and appropriate supervision of all employees and ensure that each employee complies with all WAFB policies and procedures. 2.1.4 Normal work hours at Whiteman AFB are 0630 through 1730, Monday through Friday, except for federal holidays. Work outside of these times, including work on federal holidays, must be approved by the Government. 2.1.5 Scheduled resiliency days, installation/unit exercises, or real-world events may preclude the contractor from performing work on certain days. The Government will inform the contractor of any changes to normal work hours and days. 2.2 Work Location 2.2.1 The construction work associated with this contract is primarily on an active airfield.
