1. GENERAL PROJECT INFORMATION
1.1. Design/Build (D/B) Purpose and Objective
1.1.1. This Statement of Work (SOW) identifies the design and construction services
required to complete the Replace HVAC West Fitness Center B585, located on
Kirtland Air Force Base (KAFB). The primary purpose and objective of this
project is to design, provide and install new, complete Heating, Ventilation, and
Air Conditioning (HVAC) systems for Building 585 (B585). The current systems
have exceeded their useful service life. Replacing the HVAC will also require
upgrading the outdated electrical service to support the power demands of the new
HVAC equipment. The drawings and specifications produced shall describe the
facility to be constructed in accordance with the requirements referenced herein.
This is a D/B SOW. Many specialty disciplines are required to successfully
complete this D/B project. The general contractor and their sub-contractors,
including necessary licensed design professionals, constitute the D/B Team. It is
the Contractor’s responsibility to provide the necessary staff and skills to
successfully complete this turnkey project as further described in this SOW.
1.1.2. The design shall include, but is not limited to, the following: Provide the services
of all the licensed design professionals in the disciplines required to produce the
design analysis, estimate, schedule, drawings, and specifications which shall
describe the facility in strict accordance with the requirements outlined in this
SOW. The build includes, but is not limited to, the following: conducting field
verifications, providing all labor, tools, equipment, permits, and licenses required
to construct the project in strict accordance with the requirements outlined in this
SOW.
1.2. Existing Building and Site Conditions
1.2.1. The existing facility was constructed in 1968. Original construction included a
gymnasium, racquetball (handball) courts, weight-lifting area, lockers, equipment
storage and offices. Various modifications to the facility have occurred since its
original construction including installation of handball observation platform, fire
alarm system replacement, upgrade to electrical and lighting, and multiple gym
floor refinish/replacement projects. The building is Concrete Masonry Unit
(CMU) construction on concrete footings with slab on grade in administrative/
locker room areas and depressed floor in the gymnasium to allow for wood floor
installation. The roof structure consists of steel joists with a built-up roof on steel
decking with varied pitch of 1/8” per foot at gymnasium/racquet ball courts and
3/8” per foot at its center section. In the facility’s current interior configuration,
the racquetball courts have been repurposed into weight rooms, the doors have
been removed, and a passageway between the two courts has been constructed.
The facility has roof-mounted evaporative cooling system and natural gas heating.
1.3. Attachments and Reference Documents
1.3.1. The following documents and attachments are applicable to this SOW to the
extent specified herein. These documents are provided with this SOW to assist the
Contractor in completing the SOW requirements. It is the Contractor’s

2. PROJECT SCOPE REQUIREMENTS
The following requirements apply to the Contractor throughout design and construction, and
turnover of a turn-key project.
2.1. Qualified Requirements
2.1.1. The minimum professional qualification for Electrical Engineer is having a
Professional Engineer (PE) license with five years of experience in designing
commercial electrical systems and their service transformers. Contractor shall
submit qualifications to the government for review and approval.
2.1.2. The minimum professional qualification for Mechanical Engineer is having a PE
license with five years of experience in designing commercial heating, ventilation,
and air conditioning projects. Contractor shall submit qualifications to the
government for review and approval.
2.1.3. The minimum professional qualification for an Architect is having a Registered
Architect (RA) credential and maintaining an active architectural license, along
with at least five years of experience in the same occupancy classification.
Contractor shall submit qualifications to the government for review and approval.
2.1.4. The minimum professional qualification for Structural Engineer is having a PE
license with five years of experience in designing structures in moderate to high
seismic applications. Contractor shall submit qualifications to the government for
review and approval.
2.2. General D/B Scope Requirements:
2.2.1. The SOW for this project involves design, provide and install new, complete
HVAC systems for necessary heating, cooling, and ventilation airflows for B585.
The current systems have exceeded their useful service life. Replacing the HVAC
will also require upgrading the outdated electrical service to support the power
