The structural steel frame supporting the cooling tower has deteriorated due to constant exposure to moisture and environmental conditions common to coastal Florida. Replacement of the corroded framing, columns, beams, and connection points is required to restore structural integrity, ensure safe operation, and extend the tower’s service life. Contractor Requirements 3.0 Technical Requirements / Tasks 1. Pre-Construction Activities • Conduct site walkthrough with USHRL COR. • Prepare safety plan meeting OSHA 29 CFR 1910 requirements. • Submit project schedule, product data, and disposal plan. 2. Removal of Existing Base • Lockout/tagout affected equipment. • Support cooling tower systems as needed to allow for safe frame removal. • Dismantle and remove all deteriorated structural components. • Dispose of materials in accordance with local, state, and federal regulations. 3. Installation of New Base – Must be ASTM A36 Structural Steel • Furnish and install new steel framing, columns, beams, and connections. • Apply corrosion-resistant coatings. • Verify alignment and load-bearing performance before reattaching tower components. 4. The Contractor shall be responsible for ensuring that the requirements of Department of Labor, Occupational Safety and Health Administration (OSHA) Standard 29 CFR 1910 will be followed. 2. The Contractor shall inform the USHRL Safety Officer of the following: a. Any injury incurred by Contractor employee or subcontractor on-site that requires more than basic first aid. b. Any medical care received for such injury. Order and Scheduling of Work: Work sequencing must minimize disruption to facility operations. Coordinate access, staging, and shutdowns with the COR. Warranties: 1. The contractor shall provide a 1-year warranty from the date of final acceptance of work per FAR 52.246-1. 2. All warranties shall be turned over to the USHRL Contracting Officer Representative (COR) prior to final invoicing. 4.0 Government Furnished Service shall be performed by the Contractor during regular weekday, daylight working hours (excluding holidays) 07:00 am to 4:00 pm.
