Description

Performance Work Statement For the Manual Automotive Cleaning Facility and Repair Services 1.0. Description of Services. The contractor shall provide all tools, parts, equipment, materials (to include detergents and operating supplies), transportation, personnel, labor, supervision, and management necessary to perform preventative maintenance and repair services on the automotive wash rack equipment at Scott AFB, IL. 1.1. Scheduled Preventive Maintenance. The contractor shall inspect and perform preventive maintenance as recommended by the manufacturer, on all items listed in appendix 1, Scheduled Preventive Maintenance Requirements. The contractor shall ensure the automotive wash racks, and vacuums operate properly and safely while minimizing disruptions and inconvenience to users, until the next scheduled maintenance. 1.2. Maintenance Schedule. The contractor shall develop and submit a preventive maintenance schedule to the Contracting Officer for acceptance, to include all the services listed in Appendix 1, Scheduled Preventive Maintenance Requirements, prior to contract start date. The contractor shall submit an updated schedule when changes to the schedule are made. 1.3. Repair Service Calls. The contractor shall respond to repair service calls placed by authorized Government representatives and perform necessary repairs to return the automotive wash racks and/or vacuums to operational condition. The contractor shall determine the cause of the automotive wash racks or vacuum malfunction and provide the cost and estimated time for repairs to the automotive wash rack manager. The contractor shall not begin repairs until authorization is given by an authorized Government representative. 1.3.1. Routine Calls. The contractor shall respond to routine repair calls within 6 hours after notification during normal business hours and within 12 hours after notification outside of normal business hours. 1.3.2. Emergency Calls. The contractor shall respond to emergency repair calls within 4 hours after notification during normal business hours and within 12 hours after notification at times other than normal business hours 1.4. Contract Manager. The contractor shall designate a primary contract manager (CM), who will be responsible for contractor-performed services. Upon contract award, the contractor shall submit the names and 24- hour telephone number of the CM, in writing, to the CO. The CM shall have full authority to act for the contractor on all matters relating to daily execution of the contract. The CM must be available by phone 24 hours per day, 7 days per week including holidays, to respond to Government service calls and to discuss. The CM shall be present and available within 2 hours of notification to meet on the installation with Government personnel designated by the Contracting Officer to discuss any contract issues or problem areas. 1.5. Wash rack Availability. The automotive wash racks and vacuums will be available to the contractor during the hours of 7:00 a.m. -4:00 p.m., Monday through Friday, except Federal Holidays and Scott AFB designated down days, to perform maintenance services. The contractor shall contact the automotive wash rack manager to schedule the specific time for performing wash rack maintenance services. 1.6. Location of Maintenance and Repairs. The contractor shall perform all maintenance and repairs at the permanent site of the automotive wash racks and vacuums. The wash rack is located at building #548 and building 570, on Scott AFB. 1.7. Contractor Arrival and Departure. The contractor shall notify the automotive wash rack manager at (618) 256-3202 upon arrival at Scott AFB and prior to departing Scott AFB after maintenance or repair services are complete. -- 1 of 4 -- 1.8. Contractor Report. Upon completion of maintenance and/or repairs, and prior to departing Scott AFB, the contractor shall provide a report to the automotive wash rack manager, reflecting the date and time of preventive maintenance or repairs, maintenance or repairs completed, any test results, the condition of the equipment inspected, parts replaced, warranty terms and conditions, the name of the technician, and any notes or recommendations from the service technician. 1.9. Replacement Parts. Replacement part costs will be based on the lowest quotes provided by the contractor from at least three different commercial vendors for the actual direct cost of the item(s). The contractor will request approval of any replacement parts and supplies for repair and maintenance before purchasing. The Government retains the right to obtain additional quotes. 1.10. Non-Routine Maintenance. If during scheduled maintenance, repairs require work considered over and above routine maintenance, the contractor shall notify the Contract Manager for appropriate decision and action. 1.11. Contractor Warranty. The contractor shall provide a minimum 90-day warranty for all parts and labor. 2.0. GOVERNMENT FURNISHED PROPERTY AND SERVICES 2.1. Government Furnished Facilities. The Government will furnish an area for preventive maintenance and repairs at the automotive wash rack and vacuum site, next to building 4701, on Scott AFB. 2.2. Government Furnished Materials and Equipment. The Government will provide wash rack replacement parts for parts that are damaged as a result of negligence by Government Personnel. 2.3. Government furnished Services. The Government will provide the contractor with water and electricity. 2.4. Sludge and Debris Removal. The Government is responsible for the removal of sludge and debris. 3.0. GENERAL INFORMATION 3.1. Contractor Personnel Qualifications. The contractor shall provide a certified technician(s) fully qualified to perform preventative maintenance and repairs to the wash rack.
