Draft Performance Work Statement (PWS) NPS Remote site Roof Repairs to Buildings 4 and 5 NPS- Remote Site/ Joint Interagency Field Experimentation (JIFX) Naval Postgraduate School Background/Introduction: Roof repairs to Building 4 and 5 at an NPS remote site in Camp Roberts, CA is required to preserve structural integrity of buildings and prevent health hazards due to moisture accumulation. The repairs will support the Joint Interagency Field Experiment (JIFX) events held at McMillan Airfield at Camp Roberts at the NPS Remote site. Last time repairs of this nature were conducted was in 2014 on the larger buildings at the site which cost more than these two smaller buildings. There has been water intrusion which is causing excessive moisture in these buildings, leading to potential hazard to health and building integrity. Scope: Repair and replace the roofs on buildings 4 and 5 and ensure water intrusion integrity. Tasks: The contractor shall perform the following task(s) as follows: Remove existing roof and dispose of material from buildings 4 and 5. Install new roof on building 4 and 5. Ensure all roof vents and protrusions are sealed. Ensure roofs are sealed and prevent water intrusion. Note: Contractors are encouraged to conduct a site visit to the NPS Field Lab at McMillan Airfield at Camp Roberts where the roof repairs of the two buildings will be performed. Please coordinate with the Contract Specialist, Mr. Noni Arcilla, at noni.p.arcilla.civ@us.navy.mil, when scheduling a site visit. Deliverables: The contractor shall be responsible for providing the following deliverables: Roof 4 and 5 are installed with no water intrusion. Performance Measurement - Quality Assurance Plan Task Deliverable that will be inspected Acceptable Quality Level (AQL) Method Frequency 3.1, 3.2, 3.3 Old roof material is removed from site. Inspect the integrity of the roof and protrusions. 100% sealing with no water intrusion Personnel monitor on-site Continuously through the period of performance If performance falls below the AQL defined above, the Technical Point of Contact (TPOC) shall document the instance(s), coordinate with the Contracting Officer and advise the Contractor. The Contractor will be requested to review the documentation and provide a written response on how performance will be corrected in the future. Re-performance of any work for failure to perform in accordance with the specified AQL or task requirement shall be completed at the Contractor’s own expense and at no additional cost to the Government. Minimum Technical Requirements: The contractor shall possess an active roofing contractor license. The contractor shall be fully bonded and insured to perform roofing services. Period of Performance: From Date of Contract Award to 30 September 2026 Place of Performance: Work will be conducted at the McMillian Airfield located on the Camp Roberts installation in Camp Roberts, California, which is the location of the NPS remote site. The address is listed as follows: NPS Field Lab, McMillan Airfield Camp Roberts, CA 93451-5000 Work Week and Hours of Operation: The Contractor shall provide services during normal working hours excluding federal holidays. Normal working hours are 0730-1630, Monday through Friday, unless requirements dictate otherwise. Exceptions can be permitted by the TPOC upon request and at the TPOC’s discretion. Security Requirements: No security requirements are needed other than base access which will be arranged by the on-site representative. Privacy Act Statement: “Pursuant to Title 5 United States Code 552a(m)(l), the contractor and all employees of the contractor working under this contract are required to comply with the requirements of 5 U.S.C. 552a (“The Privacy Act of 1974”).” Identification of Contractor Employees: In accordance with DFARS 211.106, there shall be a clear distinction between Government employees and service contractor employees. Service contractor employees shall identify themselves as contractor personnel by introducing themselves or being introduced as contractor personnel. Contractor personnel will be required to obtain and wear badges or other visible identification for meetings with Government personnel to provide a clear distinction between service contractor employees and Government personnel. In addition, contractor personnel shall appropriately identify themselves as contractor employees in telephone conversations and in formal and informal written correspondence. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed. Non-Personal Services Statement: Contractor employees performing services under this order will be controlled, directed, and supervised at all times by management personnel of the contractor. Contractor management will insure that employees properly comply with the performance work standards outlined in the SOW.
