The Fisher Houses provide 24-hour hospitality support for Veterans' families and Veterans residing on campus following outpatient procedures. High-quality linen processing services are essential to the safe, sanitary, and dignified operation of these facilities. 2.0 SCOPE OF WORK The Contractor shall furnish all labor, supervision, management, supplies, bulk delivery carts, transportation, off-site laundry processing facilities, and equipment necessary to perform complete contractor-owned/contractor-operated bulk laundry and linen services for Bay Pines Fisher House I and Fisher House II. Services shall include pickup, processing, and delivery of all linen items in accordance with this PWS, applicable industry standards, and all federal, state, and local requirements. All services shall be performed in support of Veteran family hospitality and patient care programs. 3.0 PERFORMANCE OBJECTIVES AND STANDARDS # Performance Objective Performance Standard Acceptable Quality Level (AQL) Surveillance Method 1 Linen is laundered to sanitary and serviceable condition All processed linen meets TJC sanitary standards; free of stains, odors, and damage 100% of delivered linen meets standard COR inspection upon delivery 2 Timely pickup and delivery Pickup and delivery completed between 7:00 AM – 10:00 AM, M–F No more than 1 unexcused late delivery per month COR daily verification 3 Fisher House I and II linen are never commingled Linen processed, bagged, weighed, and labeled separately by Fisher House Zero commingling incidents COR inspection and weekly report review 4 Accurate linen reporting Weekly soiled and clean linen reports submitted on time with required data Reports submitted by end of each work week; zero missing reports per month COR review of written reports 5 Lost or damaged linen replaced Missing/damaged items replaced within 30 days 100% replacement within 30-day window COR tracking log 6 Quality Control Program maintained Contractor QC records available to COR at all times No gaps in QC file during contract period COR record review 4.0 SPECIFIC TASKS 4.1 Linen Processing The Contractor shall: a. Accept all soiled linen from Fisher House I and Fisher House II for processing. Fisher House I and Fisher House II linen shall never be commingled at any stage of processing, transport, or storage. b. Wash all bedding items (comforters, shams, pillowcases, sheets, blankets) separately from bath items (washcloths, towels, bathmats, shower curtains, hand towels), using the correct wash formula for each category. c. Launder all linen in strict accordance with the manufacturer’s care instructions. Program commercial dryers appropriately for each fabric type to retain proper moisture levels and prevent damage from over‑drying. High‑quality linen must be washed in cold water and dried according to manufacturer instructions to prevent color bleeding and preserve overall fabric quality. d. Press all flatwork (flat sheets and regular pillowcases) using a commercial-grade ironer and fold using a synchronized folder with stacker. e. Fold all remaining bedding and bath items neatly and in a presentable manner. f. Continuously inspect linen throughout processing for stains, odors, and overall appearance. Any item found unsatisfactory shall be re-cleaned at no additional cost to the Government. g. Package all processed linen in clean plastic bags, weighed and clearly labeled "Bay Pines Fisher House I" or "Bay Pines Fisher House II" as applicable. h. Wash linen in small batches in accordance with the higher-end hotel-quality standard required by this contract. 4.2 Pickup and Delivery The Contractor shall: a. Coordinate the pickup and delivery schedule with the COR at the Bay Pines Fisher House prior to contract start and as needed throughout performance. b. Perform all pickup and delivery between 7:00 AM and 10:00 AM, Monday through Friday, at: VA Bay Pines Laundry, Building 13 10,000 Bay Pines Blvd., Bay Pines, FL 33744 c. Ensure all clean linen is covered during transportation to prevent contamination. d. Propose schedule modifications that may improve operations and turnaround time to the COR and CO. No changes to the schedule shall be implemented until all parties have concurred in writing. 4.3 Re-cleaning of Unsatisfactory Items Items returned by the COR as unsatisfactorily cleaned shall be: a. Kept separate from normal laundry on the next scheduled pickup. b. Re-cleaned and returned separately, at no additional charge to the Government. c. Identified separately in the Contractor's reporting and not charged to the Government. 4.4 Linen Control and Accountability The Contractor shall: a. Provide the COR with a written report of all soiled linen received and all clean linen delivered, including cart number and weights, recorded daily and submitted to the COR at the end of each work week. b. Replace any articles billed for but found missing in the next regularly scheduled delivery at no additional cost to the Government. c. Replace any VA-owned items lost
