1.0 BACKGROUND & SCOPE. The purpose of this requirement is to secure commercial lodging
services for 129 personnel in support of the America 250 Celebration during the Sail 250
commemorative events in Norfolk, Virginia.
2.0 LODGING REQUIREMENTS. The Contractor shall provide lodging rooms as outlined below to
accommodate staggered arrivals and departures:

3.0 PERIOD OF PERFORMANCE. The total Period of Performance for this requirement shall be from
14 June 2026 through 23 June 2026
4.0 PLACE OF PERFORMANCE. The Contractor shall perform all lodging services within the local
area of Norfolk, Virginia, in accordance with the specified geographic boundaries outlined in
Attachment (1).
5.0 TECHNICAL SPECIFICATIONS.
5.1 CHECK-IN / CHECK-OUT: The Contractor shall accommodate check-in and check-out
times at 12:00 PM (noon) EST. Early check-in and late check-out shall be provided at no
additional cost to the Government.
5.2 PARKING: The Contractor shall provide on-site or adjacent parking for up to eight (8) 12-
passenger vans at no additional cost to the Government.
5.3 LAUNDRY FACILITIES: The Contractor shall provide on-site guest laundry facilities.
5.4 HOUSEKEEPING: The Contractor shall provide room cleaning and housekeeping services
in accordance with standard commercial hotel policies.
5.5 ROOM BLOCK ADJUSTMENT. The Government reserves the right to decrease the total
room block by up to ten percent (10%) of the total contracted room nights without penalty or
additional cost to the Government.
5.5.1 Notification Window: The Contracting Officer (KO) or Technical Point of
Contact (TPOC) must notify the Contractor in writing of any room block
reductions no later than seven (7) calendar days prior to the first arrival date (on

or before 7 June 2026). Any rooms released within this 10% allowance prior to
the 7-day cutoff shall be removed from the contract and the final invoice adjusted
accordingly.
5.6 ROOMING CONFIGURATION AND GENDER SEGREGATION. The Contractor shall
configure and assign rooms based on the gender breakdown and occupancy parameters
below. Under no circumstances shall male and female personnel be assigned as roommates in
shared rooms.
5.6.1 Total Personnel: 129 Marines (14 Female, 115 Male)
5.6.2 Total Full Block (17 – 22 June): 67 Rooms (5 Single, 62 Double).
5.6.3 ADVON Specific Rooming (14 – 17 June). The Contractor shall accommodate
twelve (12) ADVON personnel as follows:
5.6.3.1 Female (1 Pax): One (1) Single Occupancy room.
5.6.3.2 Male (11 Pax): Six (6) Double Occupancy rooms (five rooms
occupied by 2 males, and one room initially occupied by 1 male).
Main Body Integration (17 June): On 17 June, the remaining Main
Body personnel will arrive. The single-occupant male ADVON room
will transition to full double occupancy, and the remaining room
block will activate.
5.6.4 Reduced Block / Final Night Rooming (22-23 June). On 22 June, 117
personnel will depart. The Contractor shall maintain lodging for the remaining
twelve (12) personnel (consisting of 9 COMMSTRAT/Chaplain personnel and 3
ADVON members) for the final night as follows:
5.6.4.1 Female (2 Pax): Two (2) rooms (one (1) Single Occupancy room and
one (1) room utilized as Double Occupancy by the remaining
female).
5.6.4.2 Male (10 Pax): Five (5) Double Occupancy rooms (strictly 2 males
per room).
5.7 ROSTER SUBMISSION. The Government (via the TPOC) will provide a finalized rooming
roster containing the full names of all personnel and their assigned roommate pairings to the
Contractor no later than 7 June 2026.
5.8 INCIDENTALS: The Government is not responsible for, and will not pay for, personal
incidentals (e.g., movies, mini-bars, room service, telephone calls). The Contractor shall
require a personal credit card from individual guests at check-in to cover these charges. All
non-lodging fees must be resolved directly between the guest and the hotel.
6.0 GOVERNMENT POINTS OF CONTACT. The Government Points of Contact are not warranted
Contracting Officers and do not have the authority to take any action, either directly or indirectly, that
would change the pricing, quantity, place of performance, delivery schedule, or any other terms and
conditions of the contract.

6.2 TECHNICAL POINT OF CONTACT.
6.2.1 Will be provided at the time for award.
7.0 CONTRACTOR RESPONSIBILITIES. The Contractor shall provide the following:
7.1 HOTEL POINT(S) OF CONTACT (POC). The Contractor will provide a representative to
act as a liaison with the Contracting Officer (KO) and TPOC. The liaison provided shall be of
sufficient authority to resolve issues as they arise and shall be available during the period of
performance. The Contractor shall provide a list of on-call hotel points of contact who have
the authority to resolve issues affecting their areas of support.
7.2 FACILITY MAINTENANCE. The Contractor shall ensure that any maintenance or repairs
of hotel equipment at the requested guest rooms are corrected immediately at the Contractor’s
