STATEMENT OF WORK SECURITY SYSTEM AND EQUIPMENT MAINTENANCE, REPAIR, AND REPLACEMENT SERVICES LOWER RIO GRANDE VALLEY (LRGV) FACILITIES – MERCEDES FIELD OFFICE, ANZALDUAS DAM, AND RETAMAL DAM 1. GENERAL The United States Section of the International Boundary and Water Commission (USIBWC) is responsible for applying boundary and water treaties between the United States and Mexico and resolving issues arising from their application. The USIBWC is a federal agency headquartered in El Paso, Texas, with field offices throughout the region. The Mercedes Field Office is responsible for the operations and maintenance of levee systems and flood control operations in the Lower Rio Grande Valley (LRGV), including the Anzalduas and Retamal Dams. 2. SCOPE OF WORK The Contractor shall provide all labor, materials, equipment, tools, transportation, supervision, software support, licensing, and expertise necessary to perform maintenance, repair, and like-for-like replacement of security system components at the Mercedes Field Office, Anzalduas Dam, and Retamal Dam. Supported systems include, but are not limited to: Physical Access Control Systems (PACS), Closed-Circuit Television (CCTV), Network Video Recorders (NVR), communication equipment, Intrusion Detection Systems (IDS), CCURE 9000 Security Management System (SMS), and all associated hardware, software, and integrations. The Contractor shall: - Maintain, troubleshoot, repair, and replace failed components with compatible like-for-like replacements. - Ensure CCURE 9000 software and related integrations are updated to current vendor-supported release levels. - Maintain all required licenses with no interruptions to functionality. - Provide loaner equipment where necessary to maintain operational continuity. - Perform annual inspections when requested by the Security Services Division (SSD) and provide a written inspection report. - Coordinate with SSD to perform annual site surveys to identify preventative maintenance requirements. - Maintain IDS monitoring functionality without service interruption. - Respond on-site within eight (8) hours of notification unless otherwise authorized; remote troubleshooting may be performed when appropriate. The Contractor shall not be responsible for damage resulting from events outside its control (e.g., vandalism, natural disasters); however, repair services may be required under this SOW. 3. PLACE OF PERFORMANCE Security systems covered under this SOW are located at the following LRGV facilities: Mercedes Field Office 325 Golf Course Rd. Mercedes, Texas 78570 Anzalduas Dam Anzalduas Dam Road Mission, Texas 78572 Retamal Dam Approximately 16 miles southeast of McAllen, Texas Facility hours are Monday through Friday, 7:00 a.m. to 5:00 p.m. (CT), excluding federal holidays. Retamal Dam is unmanned and will require coordination for access. 4. REQUESTING REPAIRS The SSD will contact the Contractor when services are required. Services may include inspections, troubleshooting, repairs, replacements, software updates or upgrades, system adjustments, battery replacements, and other tasks necessary to ensure full operational functionality. The Contractor shall be available 24/7 and capable of on-site response within eight (8) hours of notification. Remote or telephonic troubleshooting may occur prior to dispatch if appropriate. 5. EQUIPMENT LIST Major components of the security systems include, but are not limited to, the following equipment categories and representative models: - Firewalls, access cards, sirens, strobe lights, push-to-exit switches, cabling, electric strikes, emergency door release devices, sensors, intrusion panels and keypads, network switches, CCTV cameras, NVRs, mounts, software licenses, UPS systems, power distribution modules, and associated connectors and accessories. - All replacements must be compatible with CCURE 9000, American Dynamics Victor, DSC NEO, and related integrations. A detailed listing of equipment is maintained by SSD and is subject to update. The Contractor shall verify all components on-site as part of service planning and execution. 6. SOFTWARE, LICENSING, AND CYBER REQUIREMENTS The Contractor shall: - Maintain all software and firmware at supported versions, including CCURE 9000 and Victor integrations. - Apply security patches within thirty (30) days of vendor release unless otherwise directed by SSD. - Comply with cybersecurity-related federal prohibitions, including restrictions on covered foreign technologies. 7. PERSONNEL AND ACCESS REQUIREMENTS All Contractor personnel accessing secured facilities must be U.S. persons, carry government-issued badges when required, and comply with applicable Personal Identity Verification (PIV) procedures. Scheduling and escort procedures shall be coordinated with SSD and site personnel. 8. QUALITY CONTROL The Contractor shall maintain a Quality Control (QC) Plan that addresses preventive maintenance schedules, troubleshooting procedures, documentation standards, and configuration/change management. QC documentation shall be provided to the Contracting Officer (CO) or COR upon request. 9. SERVICE CONTRACT LABOR STANDARDS This requirement is subject to the Service Contract Labor Standards (SCLS). The applicable Wage Determination is provided in the solicitation package. 10. DELIVERABLES The Contractor shall provide the following deliverables: 1. Annual Inspection and Service Report documenting asset conditions, deficiencies, patch and version status, and recommendations. 2. Troubleshooting and Repair Log submitted upon request. 3. Updated License Inventory provided annually or upon request. 4. Quality Control Plan, initial submission within 30 days of award and updated annually. 11.
