PROJECT INTRODUCTION 1.1. PROJECT TITLE Install septic tank (1,000 gallon) and gravity feed sewage line to manhole. 1.2. PROJECT BACKGROUND AND PURPOSE The USDA, Agricultural Research Service (ARS), Poultry Research Unit is housed in its own fenced compound at 606 Spring Street, MS State, MS 39762. Some of the research activities for this unit are housed in Building 13 which had a major renovation in the early 1990’s. When the building was renovated a sewage lift station was installed to remove bird waste, two sinks, one toilet and floor drains. A lift station was installed, and waste was pumped uphill approximately 350 feet uphill to a manhole using two-inch PVC pipe. A modular building was placed on top of the two-inch PVC line in 2002. Research usage of the building has changed over time. More solid waste is now being placed into this system. The current pump is not built to handle the larger solid particles and the larger volume. The purpose of this project is to place a two-chamber septic tank (at least 1,000 gallon) and gravity feed sewage with 4-inch PVC down hill to the nearest manhole (about 440 feet of line). All plumping work with be installed to current building codes. 1.3. SCOPE AND OBJECTIVES 2.1. DESCRIPTION OF WORK Provide all materials, labor, and equipment to install the new septic tank and PVC pipe to downhill manhole. Contractor services must be performed by a licensed Contractor. The Contractor must: 2.1.1. Install 1,000-gallon two chamber septic tank and run four-inch PVC downhill to manhole. 2.1.2. Flush water to make sure all is correct.. 2.1.3. Clean up all debris and dispose at a proper location off site. 2.2. The Contractor will verify all dimensions and site conditions prior to beginning work. No Government equipment will be available for use by the Contractor. The Contractor must provide their own restroom facility. 2.3. LOCATION OF WORK The project is located at 606 Spring Street, MS State, Mississippi 39762. -- 3 of 4 -- 2.4. SITE VISIT Site Visit Attendance is mandatory to submit a quote. Review the solicitation for the exact time and date of the site visit. No quotes will be accepted from vendors that do not attend the site visit. 3. PROJECT SCHEDULE 3.1. The completion of the project must not exceed ninety (90) calendar days from the date of the Notice to Proceed (NTP). 3.2. The Contractor must prepare an overall project schedule including milestone dates for all phases of work and completion date; submit to the COR for approval. This schedule is due fourteen (14) days after contract award. The Contractor must track all work progress to ensure that the project is completed according to the schedule. Include work week schedule with daily starting and stopping time. 3.3. The Contractor must coordinate and confirm the dates for all work with the COR. If necessary, any request for a time extension must be submitted to the Contracting Specialist in writing before the expiration of the Period of Performance. Each request must include specific and detailed reasons in support of the schedule alteration and provide an updated schedule for completion. No extension of the period of performance may be given without the written authority of the CO. 3.4. Project work hours are 7:00 am and 3:30 pm, local time, Monday through Friday; federal holidays are excluded. The contractor is not required to provide services on recognized Federal holidays established by Federal law (5 U.S.C. 6103). Any changes to work schedule must be submitted to CO for written approval prior to any schedule change. 3.5. This work location is inside of a locked compound that houses animal research; therefore, site security and animal welfare are serious concerns due to disease transmission, etc. All work must be coordinated with the LPOC and RL to ensure that safety and health protocols are observed and the research animals as well as workers are protected. -- 4 of 4 --
