1. BACKGROUND
1.1. This requirement is for the procurement of U.S. Customs and Border Protection (CBP)
simulation marking and non-marking cartridges, blank cartridges, weapon conversion
kits, and magazines for use in scenario-based use of force training in support of the
mission of officers and agents within CBP, as well as other agencies both within and
outside of the Department of Homeland Security (DHS).
1.2. Relevant components within and outside of DHS may include but are not limited to the
following listed in Table 1.2, below. This contract will be awarded and administered by
CBP.

2. SCOPE
2.1. The intent of CBP is to contract for simulated marking cartridges, non-marking
cartridges, blank cartridges, and associated weapon conversion kits and magazines, for
CBP, as well as other components within DHS. This statement of work (SOW)
delineates the required performance and technical specifications.
2.2. Vendor shall provide additional administrative and logistical support, including but not
limited to customer service support, shipping, and handling (FOB destination), and
invoicing/payment support.
2.3. Vendor shall provide manufacturer’s technical specifications for items required for
submission. Specifications shall address all technical requirements listed within this
document.

4. TECHNICAL REQUIREMENTS
4.1. General Requirements
4.1.1. The vendor shall not make any alterations or substitutions without prior
notification, and written approval by the COR.

4.2. M4 Upper Receiver Conversions Kits
4.2.1. M4A1 Upper Receiver Conversion Kit (9mm):
4.2.1.1. This conversion kit shall be a complete M4A1 upper receiver assembly
chambered in 9mm.
4.2.1.2. The conversion kit shall be capable of firing General Dynamics Simunition
FX 9mm marking cartridges or equal (Red 5330001 / Blue 5330002), FX
9mm non-marking cartridges or equal (5330009), and SecuriBlank cartridges
or equal (5306003/5306006).
4.2.1.3. The conversion kit shall NOT be capable of accepting standard AR 9mm bolt
carrier groups or live-firing bolt components. Conversion kit shall NOT be
capable of firing lethal ammunition.
4.2.1.4. The kit shall include the following items: An anodized blue, complete flat top
upper receiver group (M4/M16 family) with Picatinny rail, a complete bolt
and bolt carrier group and two (2) translucent 20 round 9mm magazines.
4.2.1.5. The barrel shall be 11.5” (± .25”) in length, free-floated, with a standard “bird
cage” muzzle device, and engraved with “9mm MARKING CARTRIDGE
ONLY”.
4.2.1.6. Handguards shall be blue in color with M-Lok slots for mounting common
M-Lok picatinny rails sections and M-Lok compatible accessories.
4.2.1.7. The gas key of the bolt carrier group shall be colored blue to identify it as a
training instrument.
4.2.1.8. The upper receiver must be engraved with the following statement “9mm
MARKING CARTRIDGE ONLY” located on the left side of the upper
receiver.
4.2.1.9. The performance and technical specifications of the conversion kits shall be
equal to or better than the General Dynamics Simunition Colt M4A1 Flat
Top (11.5” bbl) conversion kit (5316500).
4.2.2. M4A1 Upper Receiver Conversion Kit (5.56/.223)
4.2.2.1. The conversion kit shall be a complete M4A1 upper receiver assembly
chambered in 5.56mm.

4.2.2.2. The conversion kit shall be capable of firing General Dynamics Simunition
FX 5.56mm marking cartridges or equal (Red 5359101 / Blue 5359102), FX
5.56mm Non-Marking Cartridges or equal (5359109) and 5.56 SecuriBlank
cartridges or equal (5359107/5359108).
4.2.2.3. The conversion kit shall NOT be capable of accepting a standard 5.56/.223
bolt carrier groups or live-firing bolt components. Conversion kit shall NOT
be capable of firing lethal ammunition.
4.2.2.4. The kit shall include the following items: An anodized blue, complete flat
top upper receiver group (M4/M16 family) with Picatinny rail, a complete
bolt and bolt carrier group and two (2) translucent 30 round 5.56mm
magazines (5314140SP).
4.2.2.5. The barrel shall be 11.5” (± .25”) in length, free-floated, with a standard “bird

4.3.1.1. The magazines shall be capable of accommodating General Dynamics
Simunition FX 9mm marking cartridges or equal (Red 5330001 / Blue
5330002) FX 9mm non-marking cartridges or equal (5330009) and
SecuriBlank cartridges or equal (5306003/5306006).
4.3.1.2. The magazine shall have a capacity of twenty (20) 9mm training cartridges.
4.3.1.3. The body of the magazine shall be constructed of a translucent plastic.
