PROJECT: Giant Voice – SiRcom Maintenance
DATE: June 24, 2026
Part 1: General Information
1.1. Introduction
This Performance Work Statement (PWS) is for a non-personnel services contract. The
Contractor shall provide all personnel, equipment, supplies, transportation, tools,
materials, and supervision required to perform maintenance and sustainment services for
the Offutt Air Force Base Giant Voice system as detailed herein. The Government will not
exercise supervision over the contractor's employees. The Contractor is solely responsible
for the performance and conduct of its personnel.
1.2. Background
The Offutt AFB Giant Voice system consists of seven (7) solar-powered giant voice poles,
two (2) control terminals, and all associated accessory items. This system requires
comprehensive maintenance and repair to ensure operational readiness.
1.3. Scope
The Contractor must perform all on-call, corrective, and scheduled preventative
maintenance services as specified in this PWS.
1.4. Contracting Officer Representative (COR)
The COR will be identified by separate letter. The COR monitors all technical aspects of the
contract and assists in contract administration. The COR is authorized to perform the
following functions: assure that the Contractor performs the technical requirements of the
contract: perform inspections necessary in connection with contract performance, maintain
written and oral communications with the Contractor concerning technical aspects of the
contract, issue written interpretations of technical requirements, including Government
drawings, designs, specifications; monitor Contractor's performance and notifies both the
CO and Contractor of any deficiencies, coordinate availability of Government furnished
property, and provide site entry of Contractor personnel. A letter of designation issued to the
COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of
the COR, especially regarding changes in cost or price and estimates or changes in delivery

dates. The COR is not authorized to change any of the terms and conditions of the
contract/order.
Part 2: Contractor Requirements
2.1. Task 1: Corrective Maintenance and Repairs
The Contractor must provide and execute a corrective maintenance plan that includes the
following:
• 2.1.1. The Contractor must provide remote and on-site support to resolve all system
issues.
• 2.1.2. If an issue cannot be resolved via remote support, the
Contractor must dispatch technicians for an on-site maintenance visit within two (2)
weeks of the failed remote attempt.
• 2.1.3. If an initial on-site maintenance visit fails to resolve an issue, the
Contractor must initiate a follow-up on-site visit within two (2) weeks of the previous
visit.
• 2.1.4. The response times specified in 2.1.2 and 2.1.3 are mandatory. The only
exception is for documented part availability delays where a part is confirmed to be
on back-order from the manufacturer.
2.2. Task 2: Preventive Maintenance
The Contractor must perform scheduled Preventive Maintenance Inspections (PMIs) as
follows:
• 2.2.1. The Contractor must conduct comprehensive on-site PMIs at a minimum
frequency of twice per calendar year (semi-annually).
• 2.2.2. A scheduled PMI must be a separate service event from any corrective
maintenance call-out. However, if a complete PMI is performed and documented
during a corrective maintenance visit, that visit will satisfy one of the two semi-
annual PMI requirements for that year.
2.3. Task 3: Software Maintenance
• 2.3.1. The Contractor must perform all necessary software updates to the SiRcom
SMART Alert Software (SiSA) to ensure the system is operating on the latest version.
• 2.3.2. The Contractor is responsible for all licensing, installation, configuration, and
testing associated with software updates.
Part 3: Performance Details

3.1. Place of Performance
All work must be performed at the following locations on Offutt Air Force Base:
• Giant Voice Poles: Vandenberg, Lemay, Commissary, Building D, Command Post,
Warhawk Event Center, Base Lake.
• Command Post: Building 500.
• Alternate Command Post: Building 303.
3.2. Period of Performance
The period of performance shall be for one (1) twelve (12) month Base Year, with the
potential for two (2) Option Years.
3.3. Hours of Operation
The Contractor must conduct business and be available Monday through Friday, from 0730
to 1630, excluding Federal holidays and unscheduled Government closures. The
Contractor must ensure an adequate workforce is available for uninterrupted performance
during all required hours.
Part 4: Contractor Personnel
4.1. Key Personnel
• 4.1.1. The Contractor must designate a Contract Manager and an Alternate Contract
Manager in writing to the Contracting Officer. These individuals must have full
authority to act for the Contractor on all matters related to the daily operation of this
contract.
• 4.1.2. The Contract Manager or Alternate must be available during the hours of
operation specified in section 3.3.
• 4.1.3. All engineers and technicians performing work under this contract must be
factory-certified.
4.2. Security and Access
• 4.2.1. The Contractor must submit a completed 55 SFS Contractor/Vendor/DV Pass
Request Spreadsheet to 55 CS/SCO within five (5) calendar days of contract award
to secure base access for all personnel, unless they already have authorized base
access.
• 4.2.2. Contractor personnel must coordinate with the Government for access to
restricted areas at least seven (7) calendar days in advance. Government escorts
are required in these areas.

Part 5: Reporting and Quality Control
5.1. Quality Control
The Contractor must provide and maintain a Quality Control Program for the entire life of
